DAI is seeking highly qualified candidates for Regional Development Strategic Planning Expert, ICA role to join USAID Governance and Local Accountability (HOVERLA) Activity remote/оn site in Mykolaiv city. Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.
It is implemented through three main Objectives:
Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes and
Purpose
Regional Development Strategic Planning Expert will work closely with Mykolaiv State Military Administration to assist in implementing regional development strategic planning with taking into consideration significant challenges caused by the war, as well as assist in adjustments to the State Regional Development Strategy. Expert will work with partners to evaluate their wartime and post -war reconstruction capacities and updating regional-level strategic documentations.
Key Objectives of this assignment
(1) Assessing current strategic documentation of the Oblast Administration
(2) Analyzing Oblast’s war time and post war reconstruction capacities
(3) Updating /developing reginal level strategic documentation package and action plans for their implementation
Specific Tasks of this assignment include
Regional Development Strategic Planning Expert will be responsible for completing the following tasks during the period of this assignment:
- preparation of the draft regional development strategy
- support of the process of strategic environmental assessment of regional development strategies;
- preparation of the draft action plan on regional development strategy implementation
- support of the process of strategic environmental assessment of the action plan of activities on regional development strategy implementation
- Updated regional development strategies, action plans on their implementation shall be prepared in accordance with the requirements of the current regulatory framework of Ukraine that includes the Laws of Ukraine “On Principles of the State Regional Policy” and “On Strategic Environmental Assessment”, as well as the relevant bylaws.
- The Expert should provide HOVERLA a final report till December 24, 2025
Deliverables: The deliverables of the assignment include the following:

Reporting:
The Regional Development Strategic Planning Expert will work under the supervision of HOVERLA Local Governance Lead. The Consultant will provide reports upon completion of the deliverables.
To ensure the delivery of the above tasks, the Consultant will:
- Liaise and ensure constant communication/coordination with HOVERLA Project regarding all aspects of the assignment.
- Submit all the deliverables for review, comments and approval to HOVERLA as requested.
Hold consultations with HOVERLA Project as requested.
Base of Operations:
Combination of Remote and on site in Mykolaiv city.
Qualifications
- Аt least 10 years of experience in consultancy and expert work in regional policy, local governance, economy, public administration, and holding related activities/events.
- Experience in the preparation of strategic documents for Ukraine’s regions.
- knowledge and understanding of the regional development policy, public administration, and local government
- strong facilitation/communication skills
- excellent knowledge of Ukrainian / working level of knowledge of English will be an advantage
- Strong interpersonal skills, written and oral communication skills
- Strong computer skills (MS Office)
- English language proficiency.
