Ukraine’s Cohesion and Regional Development Project, UCORD is looking for a Culture and Social Cohesion Expert (Component 3) (National). This is a full-time position, and it is expected that the successful candidate will become a permanent core team member.

Background
Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by NIRAS Sweden AB.
UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project works in 6 pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread through the whole country. UCORD consists of three components:
Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on the environment.
Component 3 aims at regional development and strengthening social cohesion through culture, dialogue and creative industries.
In this context, UCORD is looking to engage a Culture and Social Cohesion Expert who is expected to perform the following tasks:
- Under the supervision of Project Leader and Component 3 Lead, support project stakeholders conduct national and regional dialogues to facilitate the integration of culture into development policies at all levels as a driver and enabler for social cohesion and democratic governance;
- Insure liaison with respective stakeholders at the national level under Component 3. Facilitate coordination between RDAs and new eco system enablers including the Ukrainian Cultural Foundation, Ukrainian Book Institute, State Agency for Tourism Development of Ukraine, development partners and businesses to promote cultural and touristic magnets for regional growth;
- Contribute to establishing partnerships with European cultural institutions
- Provision of technical assistance and capacity building to partner institutions, ensuring sustainability, effective upscaling and dissemination of project results;
- Support to organizing and conducting educational and training programs and other events to enhance the knowledge and skills of stakeholders;
- Constant monitoring of the national and regional contexts, identification of new development opportunities that can be covered by the project to amplify the project impact;
- Contributing to the achievement of the expected results of the UCORD project according to UCORD results framework; continuous collecting of the data for indicators;
- Promote the integration of culture into recovery, development and cohesion policy documents and strategies;
- Participation in the various national-level working groups upon C3 lead request
- Drafting proposals to and comments on legislation, other national strategic documewnts when required;
- Ensure know-how exchange, sharing of experience and good practices within SDC Governance Network;
- Making proposals for actions to support the increased contribution of culture and creative industries to regional development, social cohesion and branding of territories;
- Preparation of analytical notes, draft concept documents, procedures, information notes, briefs, and presentation materials upon C3 lead request;
- Periodic business trips to partner regions of the UCORD project if necessary;
- Ensure integration of gender and other cross-cutting aspects into project planning and activities;
- Provide other services of relevance for the implementation, as stated in the Project Document.
Candidate Qualifications
Education & Knowledge:
- Master’s degree in a relevant field of study related to humanitarian or regional development;
- A thorough understanding national legislation, strategies, programs & plans in culture and/or regional development;
Experience:
- Minimum of 2 years of professional experience in culture and/or human development or related spheres;
- Proven experience working with national and/or regional, and/or local authorities, private sector entities, civil society, and academia;
- Experience in preparing analytical materials, reports, drafting conceptual documents, procedures, information notes, briefs, and presentation materials;
- Experience in holding events and capacity-building actions
Skills:
- Excellent networking, stakeholder engagement and communication

- Strong analytical skills and strategic thinking
- Strong organizational and management skills
- Proficient in monitoring
- Fluency in Ukrainian and English
- Mastery of software products MS Office, Excel, PowerPoint

The selection will be done based on the applicant’s competence and suitability for the role. Only short-listed candidates will be contacted for an interview with the selection panel.
