1. Background
Women-Led Organizations (WLOs) in Ukraine have been at the forefront of the response to the ongoing crisis, providing essential services to affected communities. However, these organizations often face challenges in managing complex projects in emergency settings due to limited institutional capacity.
This training program is designed to enhance the project management capabilities of WLOs, equipping them with the necessary skills to effectively plan, implement, monitor, and close projects during emergency and recovery phases. The focus is on project management in humanitarian contexts, ensuring that organizations are better prepared to handle crisis situations and can meet international donor expectations.
2. Objectives
The goal of this training is to strengthen the project management capacities of 30 participants from WLOs in Ukraine, enabling them to manage emergency response and recovery projects more efficiently.
Specific objectives include:
- Understanding the project management lifecycle in emergencies.
- Learning how to develop and manage project work plans.
- Enhancing skills in monitoring, evaluation, accountability, and learning (MEAL).
- Improving capacity for risk management and problem-solving during emergencies.
3. Scope of Work
We are seeking a qualified service provider to deliver a comprehensive online training program on project management in emergencies, which will cover:
- Project Planning and Design in Emergencies:
- Developing project goals, objectives, and indicators.
- Creating work plans for emergency response and recovery projects.
- Implementation and Monitoring:
- Best practices for implementing projects in crisis settings.
- Monitoring and tracking progress against objectives and timelines.
- Risk Management:
- Identifying, assessing, and mitigating risks in emergency projects.
- Adapting projects in response to changing contexts and challenges.
- Practical Exercises and Assignments:
- Real-life case studies and problem-solving exercises.
- Post-training homework assignments to apply skills in real projects.
- Training Curriculum & Schedule: Detailed outline of sessions, topics, and timeline for the training.
- Interactive Online Sessions: Conduct an online training program for 30 WLO staff members.
- Project Management Tools & Templates: Provide templates for project work plans, risk registers, and donor reporting.
- Post-Training Support: Continued supervision and support to assist participants with project management challenges post-training.

The target audience consists of 30 staff members from WLOs in Ukraine, particularly those involved in project management, emergency response coordination, and donor reporting.
6. Qualifications of Service Provider
- Demonstrated experience in delivering project management training in emergency settings for specific audience group.
- Expertise in project design, implementation, monitoring, and evaluation in crisis contexts.
- Previous experience training organizations and for profit, particularly in working with international donors/investors.
- Ability to deliver online training with interactive and practical elements.
- Familiarity with international standards for project management.

- Detailed training proposal and timeline.
- Cost breakdown, including all fees and materials (total budget not exceeding $9,000).
- Previous experience in delivering project management training in emergency settings.
- Profiles of trainers and their qualifications.
8. Selection Criteria
Proposals will be evaluated based on the following criteria:
- Expertise in humanitarian project management and experience working in crisis contexts.
- Previous training experience with WLOs or local NGOs.
- Cost-effectiveness within the proposed budget of $9,000.
- Capacity to provide ongoing post-training supervision.
- Experience working with international NGOs in emergencies and recovery phases.
