Вакансія: Alternative Finance / SME Specialist (STTA)

The Investment for Business Resilience (IBR) Activity, formerly known as FSR, is a five-year program funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC. The purpose of the IBR Activity is to support systemic changes in Ukraine’s economy and increases the supply of finance available to Ukrainian businesses. IBR aims to transform the country’s financial sector into a well-functioning and competitive market that is aligned with European Union standards and integrated into international financial systems, while directly providing financing to enterprises for sustained economic growth.

IBR is organized into four thematic areas:

  • New Investments Facilitation for Enterprise Growth
  • Deepened Private Sector Financial Intermediation and Expanded Private Finance
  • Improved Market Regulation and Financial Infrastructure
  • Enhanced Transparency and Communications about Financial Sector Reform.

The IBR is looking for candidates to fill in the Alternative Finance / SME Specialist position, STTA (remote).

PURPOSE OF THE ROLE:

The Alternative Finance/SME Specialist manages and implements IBR activities to develop alternative finance mechanisms, such as Financial Leasing and other types of financing for SMEs. S/he also contributes to the analysis and introduction of other alternative financing instruments to conventional bank loans. The Alternative Finance/SME Specialist is also responsible for collection of information across different programs, communication with stakeholders and preparation of corresponding reporting. The Alternative Finance/SME Specialist will also be responsible for preparation of his/her part of weekly highlights, and fully responsible for preparation and submission of ESRI and AGRI reports to USAID.

OBJECTIVES AND DUTIES: 

The Consultant will perform the following tasks:

  • In collaboration with IBR Component 3 Team Lead the consultant will monitor and support current IBR leasing and other SME co-financing activities – support documentation and co-financing disbursements/approval process, prepare feed-backs/replies on co-financing partners requests, fulfil other tasks related to current or potential IBR co-financing activities.
  • The consultant will analyze the current status of the leasing and other NBFI industry and maintain contacts with the market participants and industry association, support round tables or other public activities on financial leasing and other non-bank financial products, identify potential transactions/interventions for activities on SME financing in Ukraine, perform other related duties.
  • Support and preparation of the following materials covering IBR co-financing activities:
    • updates on state and volumes of IBR C3 current co-financing programs (weekly);
    • USAID IBR AGRI-Ukraine updates reflecting IBR information on bi-weekly results on supported agricultural SMEs, financing/co-financing volumes, highlights, success stories, etc.;
    • input of monthly USAID IBR Ukraine ESRI (Economic Stability and Recovery Initiative) updates covering information on IBR top-line results on supported SMEs, investments secured, financing/co-financing volumes, highlights, success stories, etc.
    • presentations with analytical information about IBR c-financing programs when needed.

QUALIFICATIONS: 

  • Advanced degree in one of the following areas: finance, economics, management, finance/corporate law, and audit.
  • At least 5 years of professional experience in commercial banks and/or non-bank financial leasing companies.
  • Experience in developing and implementing financial leasing products, marketing, strategy and project management in the leasing industry.
  • Experience with development projects similar in scope and complexity to Ukraine IBR is an advantage.
  • Proven experience building linkages among government, private sector (SMEs), and public audiences or consumers.
  • Knowledge of Ukraine’s financial sector landscape, actors and issues, relevant government ministries, and familiarity with relevant policies and reforms are required.
  • Solid and persuasive interpersonal and communication skills.
  • Excellent oral and written English and Ukrainian skills.
