Organisation Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training.
INSO provides daily support to more than 1200 NGOs operating in 18 of the world’s most insecure countries.
INSO is registered in the Netherlands, with its headquarters based in The Hague, the international city of peace and justice.
INSO Ukraine
INSO Ukraine opened in 2015. Since the full-scale Russian invasion in February 2022, it has rapidly expanded to a complete platform serving the needs of NGOs in a fast-evolving conflict. Currently, more than 240 national and international NGOs receive INSO services, in both Ukrainian and English, including information, analysis and advice through a wide range of written products, meetings and briefings, tailored assessments, crisis support, and a broad range of training courses. Our country office is in Kyiv, supported by field offices in Lviv, Dnipro, and Odesa.
In mid-2023, INSO opened a Humanitarian Training Centre close to Lviv City, delivering immersive HEIST courses and conducting pioneering research on stress exposure and learning for humanitarians. The scale and intensity of the conflict in Ukraine continue to pose significant humanitarian safety challenges, particularly around heavily contested frontline areas where the humanitarian footprint has expanded since 2023. As part of INSO Ukraine, you will play a key role in supporting NGOs and helping aid reach people in need in a safer manner, while at the same time being part of a vibrant and growing humanitarian community bringing together experiences from across the globe.
INSO is now seeking an experienced professional to join our team as GIS Officer.
Job Summary
The GIS Officer (GO) is responsible for the conception, preparation and production of appropriate static and web-based maps for INSO’s information outputs. The GO Ensure dynamic linkages between GIS data and INSO’s Incident Database. The GO works under the supervision of the Information Manager in the Country office in Kyiv.
MAIN DUTIES AND RESPONSIBILITIES
- Identify map information needs in collaboration with the Information Management Team
- Identify and access map information sources.
- Identify obstacles related to the collection, analysis and dissemination of information and develop appropriate improvement strategies.
- Produce and maintain high-quality, security-relevant static- and web-maps, including security incident mapping; area of influence mapping; and the production of detailed risk maps for key roads and cities.
- Provide GIS-relevant inputs on field missions intended to gather data for INSO outputs, including maps.
- Work closely with the Information Officer to ensure accurate and regularly updated linkages between GIS maps and INSO’s Incident Database.
- Collaborate with the information team on the migration and operation of the INSO Incident Database system.
- Provide support in the production of any other visuals like graphics, flowcharts, mind maps, etc.
- Creation of a series of standard static maps for the entire territory of Ukraine (physical, administrative, maps of dangerous zones) with regular updates.
PERSON SPECIFICATION
Knowledge, Skills and Experience
Essential:
- Bachelor’s degree in information systems, Computer Sciences, GIS or relevant field.
- Fluency in English and Ukrainian languages, both written and verbal.
- At least 2 years of relevant work experience, preferably with an NGO.
- Excellent skills in QGIS, ArcGIS and Microsoft Office tools.
- Be systematic, proactive, innovative, self-motivated and detail oriented.

- Working experience with humanitarian organizations, particularly with NGOs.

Terms & Conditions
- Official Employment Contract with a 3-month probationary period, expected to start on December 2, 2024, in the absence of the primary employee;
- UAH 73 000 Gross salary;
- Health insurance;
- 28 calendar days of annual leave per year;
- 1 day of uncertified sick leave per month;
- Working hours from 09 am till 5.30 pm
