Background
The USAID/Ukraine Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.
Position Description:
The Accountant is responsible for Program’s accounting, financial management and compliance, including processing accounting transactions in accordance with the general accounting principles of accounting and home office field accounting manuals. S/he will support the USAID Harvest Activity’s adherence to U.S. government rules and regulations, Chemonics corporate and field office policies, and the laws of Ukraine. S/he will work closely with the Finance Manager to ensure that Harvest Activity procurements, grants, and technical activities receive the necessary financial support promptly. The Accountant also provides financial advice and support to colleagues to assist in making sounding informed business decisions.
Responsibilities:
- Assist Finance Manager in managing the contractual and financial systems for the project to ensure project compliance with all USAID contractual requirements.
- Ensure that payments are processed in accordance with subcontract and grant agreements and meet USAID and corporate audit requirements.
- Enter field office project expenditures (locals) in ABACUS software.
- Review grants, subcontracts and procurement payment requests along with supporting documents, to ensure all necessary documents are attached.
- Support Finance Manager in daily financial operations of the contract, including cash flow management, payroll, reporting financial aspects of the project to USAID.
- Ensure all financial files and documents are uploaded to SharePoint and are up to date.
- Provide financial guidance and support to clients and colleagues to help them to make informed business decisions.
- Prepare letters, correspondence, requisitions and other forms of documents of consequence to be signed by the management.
- Process expense reports and assist with financial tracking of local sub-contractors and fixed price contracts as needed.
- Supervise monthly VAT reports for the submission to the local tax administration.
- Perform other tasks as assigned by the Finance Manager, Finance and Administration Director and/or project leadership.
Qualifications
- Bachelor’s degree in accounting, business administration, economics or related field.
- At least eight years of experience in accounting.
- Proficiency in bookkeeping and accounting.
- Through understanding of the operating environment and labor laws in Ukraine.
- Familiarity with payroll, tax matters, and accounting principles.
- Knowledge of USAID rules and regulations preferred but not required.
- Possess a comprehensive understanding of donor-funded rules and regulations for project implementation.
- Previous experience working with international donor programs.
- Strong skills in using MS Office and various accounting software.
- High proficiency with Excel spreadsheet applications.
- Strong analytical skills and demonstrated ability to solve complex problems.
- Teamwork, versatility, and integrity.
- Fluency in Ukrainian and good written and verbal communication skills English.

This position is based in Kyiv, Ukraine.
