Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Energy and Climate Cluster to fill the position of a:

Accounting Specialist/Finance Officer (full-time, Kyiv)

(internal SAP code: Accounting Specialist)

We are seeking a qualified Accounting Specialist/Finance Officer who possesses strong financial acumen, attention to detail, and a solid understanding of accounting principles and project finance management. She/he will be responsible for performing various financial tasks, including budget planning, monitoring expenditures, reconciling bank statements, and overseeing invoice management.

The Energy and Climate Cluster of Deutsche Gesellschaft für International Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in private sector.

Within the Cluster portfolio, there are currently 13 projects. To ensure the smooth financial and accounting processes necessary for achieving the projects’ goals and outcomes, a dedicated Finance Unit provides support and guidance. As the project portfolio continues to expand, we are seeking a qualified professional for the full-time position of Accounting Specialist/Finance Officer to strengthen our Finance team. The Accounting Specialist/Finance Officer will assume a pivotal role within the Finance team, working closely with multiple projects within the Cluster portfolio.

Task:

The Accounting Specialist performs the following tasks:

  • Ensures that financial administration functions well in accordance with GIZ standard procedures.
  • Effectively coordinates with the staff of the finance team in the GIZ Country Office or the GIZ Head Office.
  • Manages annual/monthly financial planning (PFM), monitoring, and accounting for the assigned projects.
  • Creates payments via online banking for approval by the respective supervisor.
  • Performs financial planning, monitoring, and accounting for GIZ-assisted projects.
  • Monitors income, expenditure, and the monthly bank reconciliation.
  • Files month-end closings.
  • Initiates the financial planning and reports the monthly budget requirements of the project.
  • Monitors real accounts (payables, receivables) and reports regularly to the officer responsible.
  • Monitors payment schedules according to contracts with third parties in coordination with the cluster controller.
  • Conducts an initial arithmetic calculation of third-party invoices.
  • Ensures the correctness of invoices by third parties.
  • Provides an inventory of the projects’ assets.
  • Consults recipients of local subsidies and partners of GIZ in terms of invoice handling and preparation of financial reports.
  • Performs other duties and tasks at the request of management.

Required qualifications, competencies, and experience:

  • University degree in relevant specialization and qualification in finance, accounting, business administration, or other relevant fields
  • At least 3 years of professional experience in a comparable position.
  • In-depth knowledge of accounting software.
  • Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office).
  • Confidential handling of data and information.
  • Very good knowledge of English; Ukrainian native level required; knowledge of German is an asset
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
  • An independent and result-oriented approach, flexibility, self-organization, and ability to withstand stress as well as intercultural competencies.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts as soon as possible.
