DAI is seeking highly qualified candidates to occupy LTTA Anti-Corruption Program Specialist to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

 The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

  • Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
  • Strengthen anti-corruption compliance and control in local governance;
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

 The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

 Position Description

The Anti-Corruption Program Specialist will support project activities aimed at monitoring of anti-corruption programs implementation, strengthening and empowering AACU/AOs in government agencies at the national and local levels, as well as institutional strengthening of anti-corruption agencies at the national level. In coordination with other Objective 1 staff, s/he will monitor and assist in implementation of the State Anti-Corruption Program (SACP), Anti-Corruption Strategy and institutional anti-corruption programs, which have been developed by relevant public stakeholders, measures for institutional strengthening of anti-corruption agencies and will develop recommendations to streamlining implementation of such measures.

 Key Duties & Responsibilities

  • Conduct monitoring of adequacy and timeliness of measures for implementation of the State Anti-Corruption Program (SACP) and institutional anti-corruption programs, which are developed by relevant public stakeholders,
  • Assess and analyze results of SACP and institutional anti-corruption programs implementation and contribute to development of recommendations for streamlining their implementation,
  • Contribute to development of a new anti-corruption strategy, SACP and institutional anti-corruption programs, as well as anti-corruption legislation and regulations,
  • Contribute to development of internal policies, capacity building, development of digital tools to support implementation of the SACP and the institutional anti-corruption programs,
  • Support the National Agency on Corruption Prevention (NACP), other government agencies and public stakeholders in their efforts to promote development and implementation of the SACP and the institutional anti-corruption programs, as well as agencies’ institutional strengthening,
  • Contribute to project activities to support strengthening capacity and effectiveness of AACU/AOs, development and implementation of the AACU/AOs capacity strengthening training and mentoring programs,
  • Contribute to strengthening legislative and regulatory framework and procedures to empower AACU/AOs and improve their effectiveness and development of policies, procedures and protocols for cooperation and interacting of AACU/AOs with specialized anti-corruption, accountability, and law enforcement agencies,
  • Contribute to corporate governance and anti-corruption compliance assessment activities of strategic and corruption-prone state-owned enterprises (SOEs) and the development and implementation of improvement plans,
  • Contribute to developing or improving and institutionalizing SOEs’ corporate governance and integrity assessment and management tools,
  • Contribute to support of anti-corruption policy reforms linked to Ukraine’s EU and OECD integration and Ukraine’s National Anti-Corruption Strategy for 2022-2025 as may be relevant to activities of Objective 1,
  • Provide technical oversight of the performance of the project grantees, sub-contractors, and consultants to ensure timely and quality implementation of the activities in line with project objectives and standards,
  • Other responsibilities as assigned by the project leadership.

 Qualifications

  • A bachelor’s degree, preferably in a relevant field of study, such as law, public administration, or public policy, is required.
  • A minimum of six (6) years of relevant professional experience, including in the field of anti-corruption, public administration, or other related area.
  • Demonstrated familiarity with the Ukraine anti-corruption legal framework, institutional infrastructure, policies and initiatives.
  • Experience working on institutional development and integrity strengthening with governmental agencies on different levels.
  • Knowledge of international best practices in establishing integrity structures with governmental agencies.
  • Familiarity with and experience working on or in collaboration with USAID- or other international donor-funded development activities in Ukraine preferred.
  • Strong analytical and interpersonal communication skills, and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
  • Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
  • Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
