Pact is an international nonprofit organization with a mission to build resilient, vibrant, and healthier communities. Pact achieves this by strengthening the capacity of local organizations, promoting sustainable development, and providing integrated solutions that address social and economic issues. Under the USAID-funded Community Action for HIV Control (CAHC) project, Pact works to strengthen the capacity of partner organizations to deliver comprehensive community-centered responses to the HIV epidemic.

The Community Action for HIV Control (CAHC) project is seeking a consultant to conduct competencies development monitoring for CAHC coordinators as well as competencies assessments for newcomers.

The objective is to monitor competencies development progress of CAHC project’ coordinators via facilitating regular meetings between coordinators & their managers on professional development. The purpose is to ensure individual development plans (IDPs) implementation & update, improving skills in defining SMART-based developmental goals, establishing process of competencies assessment & review in the organizations. New CACH subgrantees & newly hired coordinators (newcomers) will be included into this process as well starting from initial assessment.

Competencies development monitoring for 19 coordinators includes:

  • Check-up on IDP implementation &competencies development of every coordinator every 6 months via meeting between CAHC coordinator & his/her manager (assisted by the consultant).

Competencies assessment for 3 newly hired coordinators includes:

  • Coordinators self-assessment, coordinator & supervisor a one-to-one meeting to align assessment result & agree on development priorities & plan (2 meetings per subgrantee assisted by the consultant).
  • Check-up after 6 months (facilitated by the consultant)

Competencies assessment for 2 new subgrantees includes:

  • Top management & coordinators engagement & training (usually NGO head or deputy head) to equip them with competencies approach understanding & to improve required skills
  • Assessment of CACH project coordinator of every subgrantee: self-assessment, supervisor assessment, coordinator & supervisor one-to-one meeting to align assessment result & agree on development priorities & plan (assisted by the consultant). Assessment is conducted for each NGO separately (3 meetings per subgrantee).
  • Check-up after 6 months (facilitated by the consultant)

In close collaboration with, the consultant will work to ensure the following requirements to the expected output

  • Conduction of the 1 workshop for newcomers to convey an understanding of the proposed competencies model, value behind the assessment tool, explain the algorithm of assessment & to improve skills required for the process (e.g., providing feedback).
  • To assist up to 5 coordinators-newcomers in self-assessment using provided competencies model. Self-assessment results shall be written down in the corresponding template.
  • To assist up to 2 supervisors-newcomers in CAHC project coordinators’ assessment using competencies model. Supervisor assessment results shall be written down in the corresponding template.
  • To facilitate up to 48 meetings between CAHC project coordinators & their supervisors which aim to discuss assessment results & agree on the current competencies level as well as on the development plan. The meetings’ results shall be written down in corresponding templates (final assessment, development plan).
  • The approach to the meeting design, facilitation and reporting should be validated with the CAHC project.
  • A summary report shall be provided after each stage: number of participants, key observations & recommendations on the current level of competencies, development priorities, assessment process in general, further steps.

Schedule:

Due February 28th, 2025

  • Competencies assessment for 2 CACH coordinators from new CAHC subgrantees, incl. individual development plans.
  • Competencies assessment for newly hired CACH coordinators, incl. individual development plans (preliminary 3 persons)
  • Brief report & recommendations on each NGO assessed.
  • Summary report is provided.

Due April 30th, 2025

  • Competencies development progress monitoring, Individual development plan review for all coordinators assessed in 2024 (first half of the year checkpoint)
  • Summary report is provided

Due September 30th, 2025

  • Competencies development progress monitoring, Individual development plan review for all coordinators assessed in 2024 (second half of the year checkpoint)
  • Competencies development progress monitoring, Individual development plan review for all coordinators assessed in 2025 (newcomers, checkpoint after initial assessment)
  • Summary report is provided

Period of performance: eleven (11) months (November 2024 – Sep 2024), up to 88 hours in total

Vendors must possess the following qualifications:

  • 15+ years of total professional experience
  • 10+ years of experience in HR management
  • Proven experience in HR training programs development & realization
  • Proven experience in HR & organizational development consultancy services
  • Proven experience in HR development in social sphere
  • Proven experience with HR management for small & medium organizations (up to 50& up to 250 employees correspondingly)
  • Proven experience in competencies assessment
  • Certification in facilitation & coaching as well as in competencies assessment is an asset.
  • Experience with donor-funded projects is an asset
