About us

The HALO Trust is the world’s oldest and largest humanitarian mine action organisation with 10,000 staff in 29 countries and territories. We lead the effort to protect lives and restore livelihoods for those affected by conflict. We remove landmines and make safe other weapons such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Since the beginning of operations in Ukraine in early 2016, HALO has grown into the largest international mine action operator in the country.

HALO currently employs approximately 1300 national staff across the Kyiv oblast, conducting survey and marking of hazardous areas, risk education, and clearance operations. HALO in Ukraine is going through a period of large expansion and scaling up its operations across Ukraine, both in terms of geographical locations and staff numbers.

JOB TITLE: National Finance Manager-Team Lead
LOCATION: Brovary Kyiv region 

Responsibilities:

  1. Organise the correct financial accounting of the Organisation’s activities, oversee the efficient use of the material, human and financial resources, protection of the property.
  2. Ensure the financial accounting process with adherence to the standard methodology, stipulated by the Law of Ukraine “On accounting and financial reporting in Ukraine”, the accounting policy, standards for the accounting data processing, and taking into account the HALO Trust activities.
  3. Coordinate the work of the accounting department, oversee all the transactions are accounted correctly.
  4. Require strict adherence to the drawing up procedure of the supporting documents from all the departments and employees.
  5. Take all measures to prevent the unauthorized and concealed corrections to the supporting documents and ledgers, ensure all the reporting documents and ledgers are stored within the prescribed period.
  6. Ensure the financial reporting is filled up according to the accounting data, signing and handing them over to the relevant parties within the prescribed period.
  7. Ensure the provision of the accurate, reliable and neutral information on the financial situation, outcomes and flow of funds within the Organisation.
  8. Take part in the drawing up process of the other periodical reporting documentation, which require the NFM?s signature and designed for the higher authorities, with adherence to the established templates and requirements.
  9. Oversee the banking and cash transactions, efficient use of the material, human and financial resources.
  10. Oversee the accounting for labor and payroll.
  11. Initiate the annual inventory process within the Organisation, oversee and check the documents on the shortfalls and compensation for the reasons of shortfalls, theft or damaging the assets of the Organisation.
  12. Ensure checking of the financial accounting in the ERP/Accounting System.
  13. On an annual basis prepare the data needed for the reporting documentation for the Head Quarter according to the established procedure.
  14. Take part in developing the procedures for the internal audit and monitor adherence to these procedures.
  15. Organise the process of preparing the suggestions on:
  • the Organisation’s accounting policy, making amendments to the established accounting policy, financial accounting forms, considering the Organisation activities, and the data processing technologies;
  • developing the system and forms of the internal accounting and document flow, additional account system and analytic accounting ledgers, reporting documents, and control of the accounting transactions;
  • the determination of the employees’ right to sign the supporting and consolidated accounting documents;
  • the effective structure of the accounting department and number of its members, the accounting refresher trainings and provision of the guidance material;
  • improving the information management system and flow of the information to the responsible parties;
  • establishment of the automated accounting data processing system, taking into account the HALO Trust activities, or improvement of the current one;
  • ensuring the protection of the property, efficient use of the material, human and financial resources;
  • preparing budgets in accordance with the HALO Trust standards and donors’ requirements to ensure the financial activity within the Organisation;
  • creating monthly requests for funding;
  • adherence to the budget discipline with correct account allocation up to the amounts approved.16.  Coordinate the work of the accounting department and designate the responsibilities of the employees.
  • Introduce the employees to the relevant legislation, methodological and information material and any amendments to the legislation.
  • Take measures to prevent the unauthorized corrections to the supporting documents and ledgers.

Requirements:

  • Higher Education in Finance, Accounting, or a related field.
  • Work experience in senior positions related to the financial and accounting activities, or at least 2 years work experience in the positions related to the financial and accounting activities preferably in an international non-governmental organization.
  • Experience in large enterprises from 500 people.
  • Good organizational skills and diligent attention to details associated with documenting expenses.
  • At least 2 years leadership experience.
  • Written and spoken proficiency in Ukrainian, English (Level B1).
  • Knowledge of MS Office including MS Word, Excel and Outlook.
  • Strong organisational, planning, prioritising and administrative skills, ability to self-direct in a fast-paced, multi-task environment.
  • Credible finance professional with strong interpersonal skills and ability to build effective relationships at all levels of the organisation.

Terms and Conditions:

  • Official employment.
  • Salary 105185,00 UAH Gross
  • Working hours: Monday to Friday, 08:00-17:00, one hour lunch break (40 hours per week).
  • 24 days of annual leave.
