USAID/Ukraine Public Health System Recovery and Resilience Activity (PHS R&R) will strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. This is a five-year activity started in May 2022.

Position Purpose

Pact seeks a Program Coordinator to assist in implementing initiatives aimed at strengthening the technical and organizational capacities of PHS R&R partner CSOs engaged in public health initiatives.

Key Responsibilities 

The Program Coordinator will operate under the technical guidance of the Community Health Team Lead and contribute to executing a comprehensive Capacity Development (CD) strategy tailored to the needs of PHS R&R subgrantees.

Specific Duties 

Specific duties include but are not limited to:

  • Providing support to local CSOs in utilizing CD tools effectively.
  • Coordinating and monitoring the implementation of Change Action Plans (CAPs) for local CSO partners to ensure the attainment of targeted outcomes.
  • Assisting in the execution and oversight of CD activities directed at local CSO partners.
  • Aiding in the development of materials and processes for identified areas/topics critical to the capacity development of CSO partners, such as training sessions, mentoring, coaching, peer learning initiatives, and other methodologies.
  • Contributing to the preparation of annual work plans, performance monitoring, and program reporting.
  • Performing additional duties as assigned by the supervisor.

 Basic Requirements 

  • Bachelor’s degree in social sciences, public health, business, or public management, or a related field, and 3+ years of relevant experience in supporting or coordinating capacity-building programs, adult learning, or organizational development, or an equivalent combination of education and experience.
  • Demonstrated experience working with civil society organizations.
  • Proven ability to establish collaborative relationships and liaise with CSOs and community leaders.
  • Exceptional organizational skills and the ability to manage complex workloads and meet deadlines.
  • Proactive and quick-thinking, with the ability to work with minimal supervision.
  • Capability to manage routine data and adhere to established procedures.
  • Advanced keyboard skills and proficiency in various software applications (e.g., MS Word, Excel, Access).
  • Strong critical thinking and attention to details.
  • Excellent teamwork and communication skills (written and oral) in Ukrainian, with at least basic proficiency in English.
  • High levels of self-motivation and commitment.

Preferred qualifications 

  • Experience in implementing CD activities for internal or external clients.
  • Familiarity with international donor-funded programs, especially USAID-funded initiatives.
