Ukraine’s Cohesion and Regional Development Project, UCORD is looking for a AI Specialist.

Background

Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by NIRAS Sweden AB.

UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project works in 6 pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn, and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread through the whole country. UCORD consists of three components:

Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts.

Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on the environment.

Component 3 aims at regional development and strengthening social cohesion through culture, dialogue and creative industries.

In this context, UCORD is looking to engage a AI Specialist who is expected to perform the following tasks:

• Maintain the Linux VPS environment to ensure security, stability, and performance;
• Set up and configure Moodle LMS, ensuring integration and compatibility of platform’s mind-mapping structure and AI with Moodle, allowing users to visualize and organize project ideas effectively;
• Troubleshoot and resolve technical issues related to server-side operations, AI functionality, and LMS integration;
• Develop, implement, and optimize the AI chatbot for guiding users through project concept creation;
• Design and implement AI models, including dialogue flows, adaptive feedback mechanisms, and real-time guidance systems;
• Ensure AI chatbot integration with Moodle LMS for smooth interaction between the chatbot and users;
• Develop adaptive algorithms to offer suggestions, templates, and examples based on user input and project needs;
• Collaborate with stakeholders to define platform requirements, including AI capabilities and Moodle integration needs;
• Collaborate with LMS administrator to integrate a Mind-Mapping Questionnaire Framework within the Moodle LMS to support project concept development;
• Explore feasibility of translation tools;
• Work with content developers and Animation experts to integrate multimedia resources, including instructional videos and tutorials;
• Provide technical support for multimedia content integration and troubleshoot related issues;
• Monitor and report on system performance, AI system efficiency, and chatbot interactions;
• Provide monthly performance reports and support ongoing;
• Provide training and guidance for internal team members or clients on the platform’s usage;
• Develop a video guide to demonstrate the system’s functionalities, particularly within Moodle;

Candidate Qualifications

Education & Knowledge:

• Bachelor’s or Master’s degree in Computer Science, Artificial Intelligence, Information Technology, Software Engineering, or a related field;

Experience:

• Proven experience in developing and deploying AI-powered applications, particularly chatbots for project management and concept creation;
• Advanced knowledge of Linux VPS hosting and Moodle LMS system integration;
• Experience with AI and machine learning systems, database management (SQL/NoSQL), and system architecture design;
• Proven experience with chatbot development tools like GPT, Dialogflow, Rasa, or IBM Watson;
• Strong experience in API integration and backend development;
• Expertise in working with AI/ML frameworks such as TensorFlow or PyTorch;
• Experience in integration of multimedia resources and server-side operations;

Skills:

• Strong programming skills in Python, JavaScript, or similar languages;
• Proficiency in AI/ML frameworks such as TensorFlow, PyTorch, or similar;
• Knowledge of Natural Language Processing (NLP) and experience with tools like GPT, Dialogflow, Rasa, or IBM Watson;
• Experience in API integration and database management (SQL or NoSQL);
• Proven expertise in managing IT infrastructure, including security, server management, chatbot development, AI integration, and language translation components;
• Experience with Moodle LMS or similar Learning Management Systems (LMS);
• Ability to integrate AI feedback systems within learning platforms and adapt algorithms based on user input;
