Chemonics International Inc. is looking for a qualified professional to fill position of Monitoring, Evaluation, and Learning Coordinator (MEL Coordinаtor)

BACKGROUND: The USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of the ongoing war, through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings. (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems and (3) Strengthening local economic recovery of relocated, newly liberated, and frontline communities in GOU-controlled eastern and southern Ukraine, DG East activities are implemented across four regional portfolios and an office in Kyiv. JOB SUMMARY: The Monitoring, Evaluation, and Learning (MEL) Coordinator plays a key role in supporting data-driven monitoring, evaluation, and learning activities. This position requires close collaboration with other DG East MEL coordinators and the MEL Director to ensure a consistency and adherence to quality standards. The MEL Coordinator will also work with regional office Activity Management Units (AMU) to integrate MEL into program design and implementation. Furthermore, the role involves close coordination with the Chief of Party, Deputy Chief of Party, and relevant members of the Technical Expert Group as needed.

PRINCIPLE DUTIES & RESPONSIBILITIES:
- Support program staff in, drafting, entering and reviewing entries in the DevResults Project Database to facilitate activity development and assist in creating activity M&E plans, including indicators and data collection tools.
- Provide assistance to program staff and DG East grantees in monitoring activities ensuring he comprehensive and timely capture of all required data, outcomes, and impact evidence and their accurate entry into the DevResults Project Database.
- Edit and support program in preparing impact and results summaries for active grants and Direct Distribution of Good and Services (DDGS) activities and other reporting as required.
- Contribute to report preparation to ensure that reports capture results and impacts are clearly highlighted, going beyond activity volume metrics.Conduct periodic site visits and attend grantee and DDGS events and activities to collect data for monitoring and evaluation purposes., Document these field trips in the database using photographs, focus group discussions, interviews, observations, stakeholder meetings, and other methods.
- Organize and manage scheduling and logistics for field data collection activities.
- Collaborate with AMU staff to maintain consistency in gathering and reconrding qualitative information for database entries.
- Perform any other tasks as assigned by the MEL Manager, Chief of Party, or Deputy Chief of Party.
UPERVISORY RESPONSIBILITIES: N/A
DUTY STATION: This position is located Kyiv, Ukraine.
TRAVEL REQUIREMENTS: Ability to travel throughout Ukraine when requested is required.
QUALIFICATIONS:
- Bachelor’s degree required, advanced degree preferred.
- Minimum of two (2) years of Monitoring & Evaluation experience required; experience working with USAID or other development funders an advantage
- Strong computer literacy including word processing, spreadsheets, presentations, web browsers, and email is essential.
- Proficiency in data analysis applications is necessary.
- Excellent communication and writing skills along with demonstrated interpersonal skills are neccesary.
- Ability to analyze and report on program performance and impact from the perspective of donors, program planners and partners;
- Fluent in Ukrainian required; proficiency in English strongly preferred.
