Project Description
The purpose of USAID Health Reform Support (HRS) is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
HRS provides support to the Government of Ukraine and regional/local authorities in planning and implementing recovery and restoration activities, focusing on healthcare facility network recovery and transformation and strengthening healthcare services to address the special needs of people affected by the war.
Background/Objective
Under the direction of the Head of the Health Recovery Project Office (RPO) at the Ministry of Health of Ukraine (MOH), the RPO Deputy Lead on Health Reform will provide guidance to the MOH and regional authorities on strategic vision, implementing, and driving forward the health reform agenda in Ukraine.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
Support for Healthcare System Reform:
- Healthcare System Analysis & Improvement: Conduct assessments of the healthcare system, identify gaps, and propose models and initiatives for reform and better service provision.
- Reform Support & Risk Mitigation: Evaluate reform-related risks and offer solutions for crisis management and urgent challenges to support effective reform implementation.
- Policy Development and Integration: Participate in the development and implementation of policies that enhance transparency and accountability in healthcare facility operations, incorporating international experience and advanced healthcare management approaches.
- Workforce Capacity Development: Contribute to designing and coordinating initiatives for human capital development, including training programs, professional development support for medical personnel, and recruiting specialists for facilities in remote areas.
- National Stakeholders Coordination: Facilitate coordination with national stakeholders, including the Cabinet of Ministers, Parliament, regional health departments, and intersectoral partners, to align health reform priorities and reinforce effective communication.
- Donor Engagement: Facilitate international cooperation for the Ministry of Health (MoH) with donors, technical assistance projects, and stakeholders, fostering partnerships and smooth communication and collaboration focusing on health reform priorities.
Development of a Capable Healthcare Network:
- Healthcare Network Planning and Transformation: Support the development and implementation of strategies to create a capable healthcare network, which includes optimizing and modernizing existing infrastructure. This involves analyzing the demand and needs for medical services and identifying priority facilities for service upgrades and expansions.
- Implementation of Integrated Care Models: Facilitate the development of new models of integrated healthcare at the community level, including primary, specialized, and social care, promoting effective concepts for primary care development and enhancing access to specialized services.
Development and Implementation of Quality Standards for a Capable Healthcare Network:
- Standardization of healthcare services: Assist in creating national quality standards for healthcare facilities within a capable network, emphasizing accessibility, quality, and safety of services.
- Quality and Efficiency Monitoring: Contribute to the development of mechanisms for regular monitoring of healthcare service quality and resource efficiency in the capable health facilities network, including annual reporting and recommendations to improve patient care and healthcare facility management.
Expanding Access to Health Services through the Healthcare Facilities Network:
- Service Logistics Optimization: Participate in the development and implementation of mechanisms to streamline patient pathways within the capable healthcare network, ensuring timely access to a full range of healthcare services without unnecessary delays and costs.
- Implementation of Digital Tools: Support the development of electronic healthcare services to facilitate access to services and improve medical information management across different levels of healthcare facilities.
Financial and Resource Support for the Healthcare Facilities Network:
- Funding and Resource Management: Develop proposals for resource allocation, attract additional funding, and optimize spending to sustain the network of healthcare facilities.
- Cost-Effectiveness Analysis: Conduct financial efficiency analyses of the network to ensure sustainable development and appropriate funding for facilities, including through the expansion of healthcare guarantee programs.
Providing other support, as requested by the HRS.
Work Location & Travel
The RPO Deputy Lead on Health Reform will be based in Kyiv and co-located with the MOH. This position implies traveling up to 30% of LOE.
Requirements for the candidate:
1. Education and Experience:
- Master’s degree in healthcare, management, or economics, ideally with experience in healthcare sector reform.
- At least 5 years of leadership experience in healthcare or public administration.
- Experience with international organizations or technical assistance projects is an advantage.
2. Knowledge of Legislation and Standards:
- Strong knowledge of Ukrainian healthcare legislation.
- Familiarity with international healthcare standards, such as those of WHO and the EU, with experience in adapting these standards to the Ukrainian system, will be considered as an asset.
3. Managerial and Communication Skills:
- Strong organizational and management skills, including strategic planning and resource allocation.
- Fluent in the Ukrainian language; a professional level of English will be an asset.
- Excellent interpersonal communication skills and negotiation experience, especially in multi-sectoral collaborations, using diplomatic and tactful language.
- Ability to work effectively under time and resource constraints and adapt to dynamic environments.
- Excellent planning and time management skills.
- Exceptional ability to meet deadlines.
4. Analytical Skills:
- Ability to conduct analytical work, prepare reports, and develop recommendations.
- Proficiency in modern methods of project evaluation and risk management.
5. Personal Qualities:
- Responsibility, results orientation, and the ability to make prompt decisions.
- High level of ethics and professionalism, with transparency and accountability in work.
- Ability to work both in a team and independently.
Ability to work outside of standard business hours on an as-needed /required basis.
