DAI is seeking highly qualified candidates for Youth Workers Capacity Building Expert role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

PROJECT BACKGROUND

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. 

The HOVERLA Activity has three objectives:

Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective.

Objective 2: More self-reliant subnational governance.

Objective 3: Citizens play an increasingly influential role in local governance processes.

PURPOSE

The overall objective of this assignment is to develop a specialized training module on Transparency and Integrity for the Youth Workers and to conduct a Training of Trainers (ToT) for 30 selected youth workers to ensure successful implementation of the training program.

Specific Tasks of this assignment include:

  • Develop a training module on Transparency and Integrity as a specialized course for youth workers, in coordination with key stakeholders, including the National Agency on Corruption Prevention (NACP), the Ministry of Youth and Sports, All-Ukrainian Youth Center and the Youth Workers Association.
  • Conduct a five-day ToT for 30 selected and certified youth workers, focusing on effective training delivery methods, with three days in an offline format and two days in an online format.
  • Provide technical guidance and mentorship to ToT participants in preparation and conducting their own training sessions for up to 5000 youth workers.
  • Attend at least three trainings of ToT participants, and submit a report for each:
  1. August-September 2025, a three-day trip, dates TBD – Lviv (Lviv Oblast), specialized training session on Transparency and Integrity conducted by ToT participants.
  2. August-September 2025, a three-day trip, dates TBD – Poltava (Poltava Oblast), specialized training session on Transparency and Integrity conducted by ToT participants.
  3. August-September 2025, a three-day trip, dates TBD – Uzhhorod (Zakarpattia Oblast), specialized training session on Transparency and Integrity conducted by ToT participants.
  • Provide HOVERLA a final report before September 30, 2025.

LEVEL OF EFFORT AND REPORTING

This is a fixed price deliverable-based ICA. The Consultant will work under the technical direction of HOVERLA Civic Engagement Lead.

QUALIFICATIONS:

The Youth Workers Capacity Building Expert should possess the following qualifications, experience, and skills:

  • Experience with the national “Youth Worker” program, including facilitating training sessions within this framework, is an advantage.
  • Experience in developing training programs within the “Youth Worker” program is also an advantage.
  • Proven expertise in youth work methodologies and program implementation.
  • Experience in delivering Training of Trainers (ToT) sessions and mentoring trainers.
  • Strong facilitation and communication skills.
  • Higher education in public administration, political science, sociology, psychology, social management, educational management, or a related field.
  • Familiarity with the National Youth Strategy until 2030, the Law of Ukraine “On the Basic Principles of Youth Policy,” and other key regulatory acts of youth policy in Ukraine.
  • Proficiency in using online tools and experience conducting training and supervision sessions in digital formats.
  • Responsibility and ability to meet deadlines.
