DAI is seeking highly qualified candidates to occupy Consultan’s position (Short Term Temporary Assignment) Senior Project Manager to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

  • Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
  • Strengthen anti-corruption compliance and control in local governance;
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

 The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

POSITION DESCRIPTION

The Senior Project Manager(s) will support the Ministry for Communities, Territories and Infrastructure Development of Ukraine (MCTID) in the preparation, implementation, and monitoring of complex rehabilitation, energy efficiency, and water management projects. This position involves initiating new projects, analyzing the implementation of existing ones, and ensuring their effective management in compliance with the Cabinet of Ministers’ regulations and operational procedures. The Senior Project Manager(s) will provide strategic leadership, coordinate multi-stakeholder communication, and drive the successful execution of projects financed by International Financial Institutions (IFIs) and international technical assistance programs. This is a short-term position with the potential for extension based on project needs and outcomes.

KEY DUTIES & RESPONSIBILITIES

  • Lead the initiation of new projects and analyze the status of existing projects implemented by the Ministry.
  • Develop business processes for IFI projects and create comprehensive implementation plans in line with Cabinet of Ministers Resolution No. 70 and the Operational Project Manual (OPM).
  • Strategically lead project teams, ensuring alignment with project objectives and compliance with financial agreements and operational manuals.
  • Establish and monitor internal operational policies and instructions for project management personnel.
  • Oversee project management activities, including analysis of current projects, identification of discrepancies, delays, and risks in implementation.
  • Ensure adherence to financial agreements and operational procedures, recommending updates or corrections to the OPM as necessary.
  • Facilitate communication and coordination among stakeholders, including the Ministry of Finance, Ministry of Economy, Ministry of Ecology, Antimonopoly Committee, and other government bodies.
  • Represent the Ministry in discussions with IFIs, donors, and private sector partners to ensure project alignment with strategic objectives.
  • Streamline and monitor the project portfolio, identifying and addressing slow-progress projects, and consolidating the program portfolio in compliance with OPM requirements.
  • Provide regular reports to the Ministry’s International Department and the Project Coordinator, highlighting progress, challenges, and solutions.
  • Assist the Ministry in developing improved project management processes and integrating them into digital tools such as the DREAM system.
  • Suggest legislative amendments or draft regulations to enhance the effective implementation of investment and recovery programs.
  • Manage and administer all project-related documentation, including contracts, loan transfer agreements, cooperation agreements, and any amendments.
  • Other tasks as assigned.

QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor’s degree in Economics, Finance, Project Management, or a related area is required.
  • At least 5 years of managerial experience in project management, preferably in the fields of restoration/ energy efficiency/ water resources. 
  • Experience with projects financed by International Financial Institutions (IFIs) is highly desirable.
  • Strong knowledge of project preparation and implementation processes, including feasibility studies, procurement, and financial planning.
  • High-level analytical and strategic thinking skills, with demonstrated ability to identify solutions for complex challenges.
  • Proven ability to manage relationships with donors, international organizations, and private sector partners.
  • Advanced communication and negotiation skills to foster cooperation between ministries and donors.
  • Understanding of the Ukrainian public sector, including familiarity with relevant government institutions, is an advantage.
  • Excellent written and oral communication skills in Ukrainian and English with the ability to support coordination and collaboration among project stakeholders.
  • Flexibility to take on a variety of tasks and adapt to changing project needs in a fast-paced environment.
