DAI is seeking highly qualified candidates to occupy Consultant’s position (Short Term Temporary Assignment) Financial Analyst to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
POSITION DESCRIPTION
The Financial Analyst will support the State Agency for Restoration and Development of Infrastructure (SARDI) in its mission to provide anti-corruption supervision during the planning and implementation of reconstruction activities. The Expert will develop financial documentation for projects funded by international financial institutions (IFIs) and other external sources, contributing to the efficient operation of SARDI’s central office and Regional Restoration and Infrastructure Development Services (RRIDSs). This is a short-term position with an opportunity of extension based on consultations with SARDI leadership and the needs identified.
KEY DUTIES & RESPONSIBILITIES
- Develop proposals, execute tasks, and implement measures to secure additional extrabudgetary funding, including loans from international financial institutions (IFIs), commercial banks, and private investors.
- Furnish and compile financial information about fund utilization procedures, stages of fund attraction, analysis, and projection of extrabudgetary fund utilization terms.
- Develop financial indicators for projects and, when necessary, engage with the Ministry of Finance of Ukraine to ensure adherence to all requirements and procedures for continuous project financing.
- Assist in drafting and reviewing financial components of key agreements, such as sub-credit agreements, ensuring all terms align with project goals and funding requirements.
QUALIFICATIONS AND REQUIREMENTS
- Bachelor’s degree in Management, Finance, Economics or other related fields.
- Experience in working in finance, banking or other finance related spheres at least three years.
- Experience in working with international financial institutions will be an advantage.
- Experience in working with the public finance system will be an advantage.
- Experience in working with international partners and/or international stakeholders.
- Project management skills.
- High level communications skills.
- Skills in working with multiple internal and external stakeholders.
