DAI is seeking highly qualified candidates to occupy Consultant’s position (Short Term Temporary Assignment) Key Legal Expert to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
POSITION DESCRIPTION
The Key Legal Expert (hereinafter Expert) will support the State Agency for Restoration and Development of Infrastructure (SARDI). SARDI aims to provide anti-corruption supervision during the planning and implementation of reconstruction activities to eliminate potential corruption risks, enabling the quality of restoration for its final beneficiaries. The Expert will contribute to developing the SARDI central office and the Regional Restoration and Infrastructure Development Services (RRIDSs) by providing assistance in drafting the legal acts for SARDI operations. This is a short-term position with an opportunity of extension based on consultations with SARDI leadership and needs identified.
KEY DUTIES & RESPONSIBILITIES
- Strengthen the internal regulatory drafting capacity of SARDI and RRIDSs by conducting analysis and ensure alignment of the Agency’s activities with obligations outlined in international agreements, providing legal guidance as necessary.
- Engage in discussions regarding modifications to project components, ensuring adherence to legal standards and safeguarding SARDI interests.
- Enhance the team’s capabilities throughout the entire project cycle implementation to ensure a proper legal framework for the projects of SARDI.
- Collaborate with SARDI internal departments and external stakeholders to establish efficient procedures that enhance SARDI’s operational capacity and compliance.
- Provide legal and procedural support to SARDI, particularly to the International Cooperation Department, ensuring all actions align with regulatory and international standards.
- Draft and furnish additional analytical products at the request of SARDI, RRIDSs or Pro-Integrity.
- Prepare high-quality, timely reports and status updates to keep stakeholders informed of progress and outcomes.
QUALIFICATIONS AND REQUIREMENTS
- Bachelor’s Degree in Law, or other related fields.
- Experience in working with international agreements and contracts.
- Experience in working with contracts and agreements with IFIs, international donors and organizations within the public sector would be a significant advantage.
- Experience in people management or legal consultancy (external or internal).
- Experience in working with construction projects would be an advantage.
- Strong organizational skills, with the ability to manage multiple tasks, prioritize effectively, and meet deadlines.
- Proficiency in office software (e.g., MS Office Suite) and project management tools, with experience in data management and report preparation.
- Excellent written and oral communication skills in Ukrainian (good command of English is desired), with the ability to support coordination and collaboration among project stakeholders.
- Flexibility to take on a variety of tasks and adapt to changing project needs in a fast-paced environment.
