DAI is seeking highly qualified candidates to occupy Consultant’s position (Short Term Temporary Assignment) International Cooperation Expert to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

  • Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
  • Strengthen anti-corruption compliance and control in local governance;
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

 The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

POSITION DESCRIPTION

The International Cooperation Expert(s) will support the Ministry for Communities, Territories and Infrastructure Development of Ukraine (MCTID) in supporting the effective implementation and management of projects financed by International Financial Institutions (IFIs) and international technical assistance programs. This role involves document verification, compliance monitoring, stakeholder coordination, and facilitating transparent communication with project partners and beneficiaries. The International Cooperation Expert(s) will play a crucial role in ensuring adherence to policies, guidelines, and performance standards, as well as supporting the achievement of key project objectives. This is a short-term position with the potential for extension based on project needs and outcomes.

KEY DUTIES & RESPONSIBILITIES

  • Assist the Ministry’s International Department and Senior Project Managers in coordinating and implementing IFIs projects to ensure alignment with objectives and timelines.
  • Verify submitted documents for compliance with applicable IFIs partner bank policies and guidelines, including Environmental and Social Standards, the Bank’s Procurement Manual, and Operational Project Manual (OPM) requirements.
  • Monitor the implementation of IFIs projects, including oversight of program budgets, deadlines, activities, and adherence to environmental and social standards.
  • Prepare annual work plans, budgets, forecasts, and operational plans, ensuring their effective implementation and timely reporting.
  • Facilitate coordination among Final Beneficiaries, Technical Assistance Service Providers, and other stakeholders to ensure alignment with project performance indicators and schedules.
  • Regularly consult with the Ministry’s International Department on queries or unresolved issues on the level of the Ministry
  • Participate in the preparation of information materials upon request and biweekly Working Group meetings, with the EBRD, the Project Coordinator, regular technical meetings with the Final Beneficiaries, Technical Assistance Service Providers and other relevant stakeholders;
  • Prepare periodic and thematic reports, presentation materials, and expenditure reports for the IFIs partner bank and other relevant authorities, in compliance with applicable legislation.
  • Assist the Ministry’s International Department in preparing for bank missions, ensuring coordination and communication with stakeholders.
  • Support the Ministry’s International Department in ensuring transparency and accountability in IFIs project activities.
  • Prepare project information and implement public relations communication policies to engage stakeholders effectively.
  • Perform additional duties and tasks aimed at improving daily operations and achieving project objectives.
  • Other tasks as assigned.

QUALIFICATIONS AND REQUIREMENTS 

  • Bachelor’s degree  in Economics, Finance, Project Management, or a related field is required.
  • At least 3 years of relevant experience in international cooperation, project management, or related fields.
  • Experience working on projects financed by International Financial Institutions (IFIs) is highly desirable.
  • Knowledge of project preparation and implementation processes, including feasibility studies, procurement, and financial planning.
  • High-level analytical and communication skills to facilitate effective cooperation with ministries, donors, and stakeholders.
  • Proficiency in office software (e.g., MS Office Suite) and project management tools.
  • Excellent written and oral communication skills in Ukrainian and English with the ability to support coordination and collaboration among project stakeholders.
  • Flexibility to take on a variety of tasks and adapt to changing project needs in a fast-paced environment.
  • Familiarity with Ukrainian politics, economics, and relevant institutions is an advantage.
