The Investment for Business Resilience (IBR) Activity, formerly known as FSR, is a five-year program funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC. The purpose of the IBR Activity is to support systemic changes in Ukraine’s economy and increases the supply of finance available to Ukrainian businesses. IBR aims to transform the country’s financial sector into a well-functioning and competitive market that is aligned with European Union standards and integrated into international financial systems, while directly providing financing to enterprises for sustained economic growth.
IBR is organized into four thematic areas:
- New Investments Facilitation for Enterprise Growth
- Deepened Private Sector Financial Intermediation and Expanded Private Finance
- Improved Market Regulation and Financial Infrastructure
- Enhanced Transparency and Communications about Financial Sector Reform.
The IBR is looking for candidates to fill in the Security Manager position, LTTA in KYIV.
PURPOSE OF THE ROLE:
The Security Manager will be assigned to manage, advise and support two of the DAI projects in Ukraine on overall Activity security and safety programs, plans, and policies relevant to each Activity, including detailed security procedures that comply with DAI Global security policies. This will include collecting and sharing information regularly, providing guidance, and conducting the emergency response drills, communication procedures, and rollout implementing security measures for each Activity.
OBJECTIVES AND DUTIES:
- Keep the Project Security Plan updated and to conduct appropriate inductions and drills of the projects’ staff.
- Conduct security assessment of projects’ security infrastructure in accordance with the operations security standards.
- Execute and update the security assessment of the areas of projects’ components operations.
- Develop and manage the implementation of the mitigation measures, providing necessary guidance and support.
- Manage MS Teams DAI Ukraine Safety and Security Group, along with the DAI Ukraine security management team.
- Monitor and analyze the ongoing threat environment faced by the projects, provide daily SITREPs (situational reports), and brief leadership, including DAI Global Security Team. Distribute threat warnings to all staff as appropriate. Ensure that appropriate risk mitigation measures are taken by the projects to respond to the threats or changes in threats faced by the project, in consultation with senior project management and the DAI Global Security Team. This is to include physical protection measures, safe working routines, movement restrictions, protection equipment, evacuation, and security staff provision, as required.
- Keep projects’ national and international staff security inductions updated and conduct regular pre-arrival, and upon arrival inductions regularly.
- Participate in drafting of weekly security reports.
- Keep projects’ documentation in the Safety and Security Folder updated, interacting with logistic and security specialist.
- Execute the evaluation and security approval of all in-country travels, prepare and conduct pre-departure briefs and debriefs for travelers.
- Develop and manage security screening process for sub-contractors and partners, in coordination with the Regional Security Manager.
- Participate in drafting and updating safety and security protocols, SOPs, regulations along with the Ukraine DAI Security management team and under the supervisions of the senior security manager and regional security director.
- Conduct and/ or organize security trainings for staff including personal security, road movement procedures, information security, first aid, etc.
- Report security incidents, violations and recommended corrective actions, as appropriate, to the COP, Senior Security Manager, and DAI Global Security Team. Investigate serious breaches of security protocol and incidents.
- Verify and test all security devices such as satellite phones, alarms, access systems, etc.
- Inspect physical force protection measures are operational or reported for repair.
- Provide, a weekly security report to the COP, Senior Security Manager, and the DAI Global Security Team.
- Assist with out-of-hours emergency response for project staff and partners, if needed.
- Assist the project with business continuity planning, as required.
- All the above includes ensuring security protocols are understood and security drills are periodically conducted with staff in all locations, including regional offices.
- Other duties assigned by the Senior Manager, Country Security.
QUALIFICATIONS:
- Bachelor’s degree and/or specialized certification in safety and security, risk management or similar.
- 3 years’ experience overseeing safety and security programs, preferably with an international NGO or development company.
- Demonstrated knowledge of safety codes.
- Experience in military, police, INGOs/ IOs/ development organizations, diplomatic security, protection, and intelligence is an asset.
- Strong leadership capabilities including organizational and problem-solving skills.
- Excellent interpersonal skills to form effective working relationships at all levels.
- Willingness to travel as needed, including to higher risk areas.
- Developed network in the Ukrainian security, military and intelligence community.
- Excellent writing, speaking, and reading skills in English. Native/fluent Ukrainian speaker preferred. Russian language skills considered an asset.
