ACTIVITY BACKGROUND

The USAID/Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity, implemented by DAI Global LLC, will promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management in Ukraine. This will be achieved through the Activity’s three objectives: Increased national revenue through support to tax and customs policy, administration, and institutional reforms; Strengthening public investment management, expenditure management, and audit in line with international standards; and enhancing civic oversight and private sector engagement and fiscal policy.

POSITION PURPOSE

The Component One Customs Advisor shall lead programmatic and technical interventions related to customs under RevGRO Activity objective one: Increase national revenue mobilization through support to tax and/or customs policy, administration, and institutional reforms. The project goal is to increase tax revenue collections 2% of GDP. He/She will also perform those tasks as delegated by the Objective 1 Lead.

KEY DUTIES AND RESPONSIBILITIES

• Collaborate closely with the project technical team and counterparts in the Ministry of Finance, State Customs Service, State Tax Service, State Tax University, Technology of Progress (TOP) and other Ukrainian stakeholder institutions to develop and implement a strategy and activities to provide technical assistance and material support to achieve results under the component.
• Support technical activities related to coordination of revenue efforts with State Tax Service in Value-Added Tax, Excise Taxes, and Import duties.
• Lead and support data analytics projects as directed by the Objective 1 Lead that intersect trade facilitation and revenue collection efforts.
• Design scopes of work and oversee/supervise the technical work and deliverables of short- and long-term technical staff to support implementation of project activities related to customs.
• Assist with drafting contract deliverables including annual work plans, quarterly reports, Monitoring, Learning and Evaluation (MEL) Plan, weekly updates, and with other technical documents as needed.
• Support cross cutting activities, including collaboration with civil society and private sector actors as requested to support the project’s overall objectives and demands from project counterparts.
• Other activities as assigned by the Objective 1 Lead.

QUALIFICATIONS

• Bachelor’s degree in economics, Industrial Engineering, Public Administration, or other related field and at least ten years of practical experience in customs administration, revenue collection, quantitative analysis and/or coordination with tax administration in the collection of taxes collected by Customs such as Value-Added Tax, Excise Taxes, and Import duties.
• Knowledge and experience in multiple areas of Customs Administration such as Trade Facilitation, revenue collection, audit, and harmonization with OECD and EU standards.
• Experience implementing institutional governance reforms, including vetting processes, preferred.
• Excellent knowledge of written and spoken English.
• Fluency in Ukrainian.
