Deloitte is seeking candidates for the position of Business Analyst in support of the USAID/UKaid SOERA. The position is full-time, but requires a location in Ukraine, Kyiv
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.
Objective:
The USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth.
The Business Analyst will be responsible for defining and documenting functional requirements for IT systems within a public entity focusing on managing state-owned assets. The candidate will work closely with stakeholders to analyze and translate their needs into functional and technical specifications, using the State Property Fund of Ukraine as an example of the entity’s functions. The primary domain of expertise is public procurement. The ideal candidate will have experience in the public sector and/or in governmental related projects, a strong understanding of IT systems, and excellent communication skills.
Responsibilities:
- Gather and analyze business requirements from stakeholders to understand their needs and objectives.
- Document and prioritize functional requirements for developing Terms of Reference to ensure IT systems are aligned with the organization’s objectives and strategic goals.
- Translate business requirements into functional specifications and communicate them effectively to the development team.
- Collaborate with project managers, software developers, and other IT professionals to develop and implement IT solutions that meet the needs of the public entity.
- Evaluate the impact of proposed changes by stakeholders, requirements and approach for selection and provide recommendations to support decision-making processes for updating requirements and selection of IT systems.
- Conduct gap analysis between “as is” and desired “to be” IT systems, processes, and legal policies, and develop plans to address the gaps.
- Maintain up-to-date knowledge of industry best practices, standards, and trends in business analysis and IT systems.
- Perform other related duties as assigned by the IT Systems Manager.
Position Requirements:
- Bachelor’s degree in Economics, Math, IT or related field
- At least 3 years of experience as a Business Analyst or a similar role with a focus on registers’ implementation.
- Work with or in the public sector will be considered as an advantage.
- Fluency in Ukrainian writing and speaking, English (B1-B2).
- Strong understanding of IT systems, software development life cycle (SDLC), and project management methodologies such as Waterfall, Kanban, and Agile.
- Proficiency in stakeholder mapping, collection and documentation of requirements, and participation in the development and support of projects.
- Experience with business process modeling tools such as Camunda, BPMN diagrams, and Use Case diagrams.
- Experience with requirements documentation techniques, including User Stories and Use Cases.
- Experience with collaboration tools like Jira, Confluence, Slack, Draw.io, and Lucidchart.
- Excellent problem-solving, and decision-making skills.
- Outstanding ability to communicate effectively, both verbally and in writing, and convey complex information to diverse audiences, including both technical and non-technical individuals.
