DAI is seeking highly qualified candidates to occupy LTTA Accountant position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded jointly by USAID and UK International Development and implemented by DAI Global LLC. 

Project Background

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

  • Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
  • Strengthen anti-corruption compliance and control in local governance;
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

 The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

POSITION DESCRIPTION  

The Accountant is a key member of the finance team and plays a pivotal role in assuring adherence to financial policies, project policies and procedures, regulations, controls, and reporting systems. S/he will provide accounting support to the project office and ensure compliance of all relevant accounting and financial reporting functions. Responsible for recording costs and day to day general accounting, accounts receivable/payable, payroll, assuring all backup documentation is audit ready, and supporting the Finance Manager and Senior Accountant with all financial functions.

KEY DUTIES AND RESPONSIBILITIES

Policies & Procedures:

  • Under the supervision of Finance Coordinator and Manager ensure that accounting practices are carried out in accordance with GAAP standards; project internal controls are implemented in accordance with DAI policies, USAID rules/regulations, and the terms of the contract.

Financial Administration:

  • Assists in the use of DAI’s Field Accounting System (FAS), cloud software for backup documentation, and DAI’s operations system (TAMIS) under the guidance of senior staff.
  • Supports the Sr.Accountant, Finance Coordinator, Manager and Project Management by reporting and helping troubleshoot basic technical issues.
  • Reviews backup documentation regularly to support completeness, accuracy, and adherence to DAI policies and procedures.
  • Helps maintain file management systems for both soft and hard copy documentation.
  • Assists in conducting spot audits on project files.
  • Scans and uploads voucher files to DAI’s repository for electronic archival of financial documentation.
  • Contributes to preparing information for financial reporting requirements or internal reports as directed.
  • Directly participates in reviewing and approving the reporting documents of independent consultants (ICs).
  • Directly participates in the preparation and verification of documents on business trips and fuel usage for project vehicles
  • Assists in the period closure, according to DAI’s Finance Calendar.

 General Accounting/Financial Support

  • Prepares invoices, advances and reimbursements, checks, and wire transfer payments for approval and processing, ensuring accuracy and timely execution.
  • Prepares project expense vouchers (for all offices) ensuring accuracy of expense coding.
  • Prepares tax and other remittances.
  • Ensures the timely deposit of cash receipts.
  • Records approved costs in DAI’s Field Accounting System (FAS).
  • Prepares backup documentation for all project-related transactions and ensures completeness and appropriate review and approvals are documented.
  • Ensures petty cash is maintained according to maximum petty cash policy, and that all petty cash procedures are followed.
  • Supports periodic cash counts.
  • Audits travel requests and expense reports for accuracy and compliance and follows procedures to ensure accurate and timely payment and reconciliation of travel advances, reimbursements for staff and partner travel.
  • Other duties as assigned.

QUALIFICATIONS 

  • A bachelor’s degree in a relevant field of study, such as accounting, business administration, or finance.
  • A minimum of four (4) years of relevant professional experience demonstrating progressive responsibility in finance and accounting required.
  • Prior experience managing finance and accounting for USAID- or other international donor-funded programs preferred.
  • Knowledge of internal controls and audit processes, and of relevant financial reporting requirements in Ukraine preferred.
  • Proficiency with MS Office applications, including Excel and Word, required, and enterprise accounting software required.
  • Ability to appropriately manage confidential and sensitive data while upholding the highest ethical standards required.
  • Strong interpersonal communication and collaborative teamworking skill required.
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English preferred.
