SUMMARY

The NATO Representation to Ukraine (NRU) facilitates political and military dialogue and co-operation between the Alliance and Ukraine, as well as coordinating NATO’s practical support to Ukraine.

The NRU is a principal stakeholder in coordinating NATO’s Comprehensive Assistance Package (CAP), which provides a consolidated platform for NATO’s practical support to Ukraine.  The CAP enables Ukraine to become more resilient, to better provide for its own security, and to carry out essential reforms, in particular in the security and defence sector.

A key role of the NRU is to provide advisory assistance to Ukraine’s security and defence sector regarding the implementation of Ukraine’s adapted Annual National Programme (ANP).  This document, renewed yearly, outlines a range of institutional reforms aimed at preparing Ukraine’s integration into the Alliance.

The Finance and Administration Office (FAO) organises human and financial resources to support the NRU’s strategic objectives in the areas of facilitating political-military dialogue and co-ordinating practical support to Ukraine.​  The FAO drives financial excellence by providing accurate and timely financial information, enforcing robust internal control, and safeguarding NATO’s assets and reputation for the benefit of the Alliance. 

The FAO is composed of four Teams: Front-Office, Procurement and General Services, Human Resources, and Financial Services. This post is located in the Front Office, and reports directly to the Head FAO.  

The Procurement Assistant provides support for a broad range of organisational and administrative activities related to procurement and finances.  They report to the Head of Finance & Administration Section, through the Team Lead Procurement.

 

  1. QUALIFICATIONS AND EXPERIENCE
    1. ESSENTIAL

The incumbent must:

  • be a citizen of Ukraine or have permanent residence in the country;
  • possess higher secondary education qualification with a minimum of 4 years of experience in procurement, contracting, supply chain;work OR upper vocational training/post-secondary degree with a minimum of 2 years of experience within procurement or purchasing
  • have knowledge of the Ukrainian business environment, legislative bodies, administrative institutions, and other relevant organisations;
  • have an excellent knowledge using Microsoft Office applications;
  • languages: English, level V (Advanced); Ukrainian, level VI (Proficient);
  • have no criminal record and pass security vetting.

 

  1. DESIRABLE

The following would be considered an advantage:

  • experience working in an international environment;
  • advanced university degree in a relevant field;
  • flexibility to work outside of normal working hours when necessary;
  • experience as financial, purchasing and/or procurement assistant at the local, national, or regional level, or with an international organisation, embassy, or similar organisation;
  • experience working in a military environment.

 

  1. MAIN ACCOUNTABILITIES
  • Support the Team Lead Procurement on administrative, logistic, financial, and procurement matters, including but not limited to end-to-end procurement cycle, tender and offer management, suppliers validation and vetting, in coordination with the Security Section; market awareness and cost benchmarking; contract administration, in coordination with relevant HQ divisions;
  • Act as point of contact within the NRU for processing purchase requirements, purchase orders, or contracts;
  • Coordinate with suppliers , NATO IS Procurement Service and relevant HQ Divisions on all matters related to procurement and contracting; coordinate purchases within NRU delegation and liaise with NATO IS Procurement Services on the ones exceeding NRU delegation; support procurement planning, initiation, administration of supplier selection processes and contracts; oversee local contracting and procurement processes; help maintain a database of suppliers and service providers;
  • Keep track of the Ukrainian legislative base relevant to procurement and finances; build relations and keep track of changes in HQ policies;
  • Liaise with national authorities on office and procurement related administrative issues;
  • Support financial administration of NRU bank accounts, payment of bills and invoices; render administrative services to NATO programmes;
  • Coordinate preparation of agreements under supervision of the Head of Procurement, for review and approval by NATO-IS Sourcing Authority and Legal Advisor;
  • Help manage NRU logistics and transportation, including fleet management and scheduling, and overall supporting in maintenance of NRU assets inventory;
  • Support or stand in for other members of the Front Office as necessary;
  • If necessary, translate or summarise relevant documents from English into local language(s) and vice versa;
  • Perform other duties as required.

The Procurement Assistant works under the overall leadership of the Head of the NATO Representation to Ukraine, reporting to the Head Finance & Administration Section, through the Team Lead Procurement.

  1. EMPLOYMENT CONDITIONS

The basic salary for this post is Euro 2268.84 EUR per month (subject to local taxation). Furthermore, the successful candidate will, receive social benefits (health care, including health and accident insurance). Where applicable, NATO may request Ukrainian authorities for staff members’ exemption from military mobilisation.

NATO may offer a three-year contract to the successful candidate, with the possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. This possibility is based on the needs of NATO and on the performance of the incumbent.

The nature of this position may require the staff member to travel for work and/or to work outside normal office hours.

NATO may put specific security and safety procedures in place, based on the security situation in Kyiv, Ukraine. Security arrangements apply to all staff and all staff are required to follow instructions by the NRU Security Team, when on NRU premises or during duty travel.

The NATO Representation to Ukraine is a non-smoking environment.
