Background 

Today Ukraine is facing the most serious challenges since becoming an independent state. The complex humanitarian, development, and peace challenges underscore the importance of programming that responds to the multiple dimensions of the crisis. The UNDP Recovery Framework for Ukraine is grounded in working in partnership with sister UN entities and beyond. The Inclusive Development Recovery and Peacebuilding Portfolio (IDRPB) directly contributes to the achievement of the Recovery Framework’s key outcomes. Targeting primarily the sub-national and local (territorial community, city, or settlement) levels, the IDRPB outlines the responses to the multi-dimensional challenges faced by the Ukrainian communities, through their decentralized authorities, to manage effectively and efficiently early and post-recovery planning and implementation, while fostering sustained momentum around SDGs implementation and ensuring that the needs and experiences of women and men from all groups of society, especially the most vulnerable, are accounted for in this process.  

Preventing deep-set reversals in development progress is why UNDP has launched a comprehensive programme to support the Government of Ukraine and UN-led humanitarian and crisis response. The Resilience Building and Recovery Programme (RBRP) for Ukraine is grounded in working in partnership with sister UN entities and beyond. The Regional Development Programme (RDP) directly contributes to the achievement of RBRP’s key outcomes, while organizationally it is an integral part of a larger Inclusive Development Recovery and Peacebuilding Portfolio (IDRPB).  
Under the direct supervision of the Community Development Officer and guidance of the Driver/Clerk, the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds. 

The Driver provides driving services to the operations and programme staff, Consultants, Experts and UN staff on mission, in the Country Office (CO), or assigned duty station.

Duties and Responsibilities 

Performance of general functions

•    Timely and safe driving of UNDP/UN employees, consultants, guests and visitors, at the authorization from the UNDP CO and UNDSS;

•    Performing tasks related to the daily maintenance of the vehicle;

•    Maintaining daily vehicle logs (mileage, fuel consumption, travel routs, signature of passengers) and submitting logs to direct supervisor on a timely basis;

•    Ensuring that repair and maintenance services are performed on timely basis and at the authorization from the direct supervisor;

•    Ensuring that all instructions regulating safe driving behaviour and Rules of the Road are in hand and strictly followed;

•    Ensuring that the vehicle has valid insurance and first aid kit,

•    Ensuring that the vehicle has PPEs in a quantity sufficient for all the passengers and driver, trauma bag and satellite phone during the trips to the areas along the contract line and to the grey zone;

•    Driving the UNDP vehicle for delivery and collection of mails, documents, pouches, equipment and other administrative tasks upon the request of direct supervisor;

•    Driving armoured cars to the areas which require armoured cars as per security risk level

 

Administrative support

•    Assist in the organization of logistical preparation of field trips, visiting missions, etc.

•    Assist in reviewing records related to in-country missions and field trips;

•    Assist in preparation of Field Trip Reports to grant security clearance from Security Unit;

•    Assist in vehicles history records preparation, collecting all vehicle related documentation (scan copies invoices, receipt, acts, insurance certificates, etc.);

•    Loading/unloading of light cargos delivered by the vehicle;

•    Provide clerical support to operational and programme activities;

•    Assist in general maintenance of the office premises;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 

 

   Institutional Arrangement

Under the guidance of the RDP Driver/Clerk and the direct supervision of the Community Development Officer, the Driver will be responsible for maintaining and driving office armoured/soft vehicles.

Skills and Experience

Min. education requirements 
  • Secondary Education is required; valid driver’s license.
Min. relevant work experience 
  • Minimum of 3 years of relevant work experience as a driver with a safe driving record is required.
Required skills
  • Excellent knowledge of driving rules and regulations as well as skills in minor vehicle repair and maintenance.
  • Computer skills including knowledge of office software packages (MS Word, MS Excel, etc.)
Desired skills in addition to the competencies covered in the Competencies section
  • Experience in clerical office support is considered an advantage.
  • Knowledge of the national transport regulations and experience with registration, licensing procedures, etc. is an advantage.
  • Experience of working with international organizations is considered an advantage.
  • Experience of driving armoured vehicles is considered an advantage.
Required Language(s) 
  • Fluency in Ukrainian is required. Working level of English is an advantage. 
Professional Certificates
  • Valid Ukrainian driving license (minimum category B; additional categories C/C1 will be an asset).
