Background  

Ukraine’s Cohesion and Regional Development Project, UCORD, is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by the consultancy company NIRAS Sweden AB.   

UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, and Vinnytsia, Volyn and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread throughout the country. UCORD consists of three components:  

Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.  

Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.  

Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.   

Introduction

In the context of Component 3, which focuses on building social cohesion through culture, dialogue, and creative industries, UCORD is launching the Renaissance Clusters Grant Programme. This programme will support the establishment and development of cultural and cultural-tourism clusters. These clusters are intended to demonstrate culture’s significant contribution to regional development, creating added value for local economies, improving human capital, and strengthening social cohesion

 Objective

The expert will provide technical expertise in reviewing Full Applications submitted under the Renaissance Clusters Grant Programme, specifically assessing the cost, technical documentation, project readiness, and compliance with national documentation standards for heritage restoration projects involving public cultural facilities (e.g., museums, libraries, theatres, cultural sites). The expert will also provide technical recommendations to ensure the feasibility and effectiveness of proposed restoration works.

Cost Review: 

  • Assess restoration budgets for accuracy, feasibility, and alignment with conservation best practices. 
  • Identify any inconsistencies or unrealistic cost estimates. 
  • Provide recommendations on cost efficiency while maintaining heritage preservation standards. 

Technical Documentation Check: 

  • Verify the completeness and accuracy of required permits, expert conclusions, heritage protection approvals, and restoration project plans. 
  • Ensure compliance with national documentation standards and heritage conservation regulations. 
  • Identify any missing or incomplete documentation that may impact project execution. 

Project Readiness Overview: 

  • Assess whether the project is ready for immediate implementation. 
  • Identify potential risks, missing approvals, or technical gaps that could cause delays. 
  • Provide recommendations on necessary steps to ensure smooth project initiation. 

Technical Recommendations: 

  • Offer guidance on improving project feasibility, materials, and methodologies while preserving heritage integrity. 
  • Suggest alternative approaches or best practices to enhance project sustainability and effectiveness. 

Qualification and skills: 

  • Advanced university degree (PhD, master’s degree or equivalent) in civil engineering, construction engineering, architecture or other relevant area, with training in heritage conservation preferred. 
  • A minimum 10 years of professional experience in the field of architectural design, structural engineering, repair, construction and/or reconstruction of buildings and structures with particular focus cultural heritage restoration/conservation. 
  • Experience in review of technical documentation, designs and bill of quantities
