Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)“ to fill the position:
Monitoring and Evaluation Specialist (full-time, Kyiv / Dnipro / Odesa)

Due to the widespread destruction of essential basic services in Ukraine, more than 14.6 million people, including 3.7 million internally displaced persons (IDPs), are in dire need of assistance, particularly in the eastern and southern regions.
To address the pressing need for comprehensive support, the new Multi-Donor Action “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” is planned. The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and receives co-financing from DG ECHO (EU) with a total commissioning value of 28,235 Mio. EUR. The objective is to provide protection, psychosocial support and essential assistance in selected regions of South and East Ukraine (6 oblasts) with a focus on war-affected populations and vulnerable groups. The project will be implemented along the Humanitarian-Development-Peace (HDP) Nexus with a strong focus on the localization agenda, enabling local partners to expand and improve basic service provision and promoting local ownership.
The project is part of the GIZ Ukraine Resilient Society Cluster. The duration of the Action is scheduled from 01.06.2024 to 31.12.2026.
Profile and Tasks
As a Monitoring and Evaluation (M&E) Specialist, you will be part of the M&E team of the GIZ Ukraine Cluster “Resilient Society” and play an important role in supporting internal monitoring obligations. You will support the existing M&E team to maintain and further develop a holistic results-based monitoring system. Together with project managers of various Cluster projects, you will be working on collecting and analyzing relevant data to measure results and impact of the projects. You will be responsible to mediate between data requirements of GIZ, the commissioning parties and the project, thus ensuring correct aggregation of data and information.
Tasks include:
Monitoring & Evaluation:
- Maintenance and further development of the monitoring and evaluation system of the project according to GIZ rules and standards in cooperation with other M&E colleagues.
- Identification, collection and analysis of relevant data needed and feeding them into the results monitoring systems of the project.
- Improving of the collection and presentation of data out of surveys; Collecting Monitoring data during visits into the field (if possible).
- Entering and compiling data from surveys for specific project output indicators (e.g. in the fields of provision of basic services, health services etc.).
- Assessment and measurement of GIZ and sector wide aggregated indicators according to relevant project indicators, in line with impact and result monitoring; Close cooperation and task sharing with other M&E colleagues.
Compliance and Data Protection
- Ensure compliance with operational data protection management in the project, by establishing a process and guiding the project in this regard.
- Ensure compliance with GDPR (EU General Data Protection Regulation) in the GIZ cluster.
- Cooperation with the GIZ data protection team.
Knowledge Management and Reporting
- Feeding all relevant M&E information into project reporting systems for reporting to the Federal Ministry for Economic Cooperation and Development (BMZ) and DG ECHO (EU).
- Documentation of Monitoring Field Visits.
- Preparing regular monitoring reports/presentations on progress and impact in the project for further use to higher-structure level and/or reporting.
- Ensuring the storage of project-relevant documents in GIZ internal filing systems.
- Active participation in GIZ M&E expert networks.
Other Responsibilities
- Other activities and tasks upon the instruction of the manager.
REQUIRED QUALIFICATIONS AND SKILLS:
- Graduate of Social Studies, Economics, Political Science, Data Management or in a related field.
- At least 3 years professional experience in a comparable position.
- Proven experience in development and management of monitoring and reporting in an organization in a similar international context.
- Expertise on qualitative and quantitative data collection methods and their implementation, expertise in data aggregation, data management and data analysis, expertise in statistics.
- Proven experience in processing and presentation tools.
- Proven experience in operational data protection management.
- Proven experience in reporting for donor and co-financing organizations.
- Proven experience in the presentation of monitoring data and project results; Asset: Basic knowledge of and interest for the Ukrainian government’s reform agenda, in the field of humanitarian aid, public services.
- Very good working knowledge of IT technologies and computer applications (e.g. MS Office, especially MS Excel to calculate indicators).

Employment conditions
Full-time position with 40-hours working week. The assignment starts as of 01.05.2025. Probation period – 3 months. Place of duty: Kyiv, Dnipro or Odesa with partially remote mode. The contract duration is until 31.05.2026, with a probability for prolongation.
