Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)“ to fill the position:

Due to the widespread destruction of essential basic services in Ukraine, more than 14.6 million people, including 3.7 million internally displaced persons (IDPs), are in dire need of assistance, particularly in the eastern and southern regions.
To address the pressing need for comprehensive support, the new Multi-Donor Action “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” is planned. The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and receives co-financing from DG ECHO (EU) with a total commissioning value of 28,235 Mio. EUR. The objective is to provide protection, psychosocial support and essential assistance in selected regions of South and East Ukraine (6 oblasts) with a focus on war-affected populations and vulnerable groups. The project will be implemented along the Humanitarian-Development-Peace (HDP) Nexus with a strong focus on the localization agenda, enabling local partners to expand and improve basic service provision and promoting local ownership.
The project is part of the GIZ Ukraine Resilient Society Cluster. The duration of the Action is scheduled from 01.06.2024 to 31.12.2026.
Profile and Tasks
As a GIZ Senior Project Manager, you will be responsible for coordinating EMPOWER project activities and working on achieving impact across six target regions in Ukraine (Kharkiv, Sumy, Dnipro, Zaporizhzhia, Kherson, Mykolaiv) by working closely with local implementing partners (NGOs). This role involves building strong partnerships with Ukrainian NGOs but also building relationships with Ukrainian ministries and other international organizations. You will be playing a major role in the set-up, mentoring and monitoring of a strong NGO network supporting the implementation of efficient activities through a Localization Fund for the provision of basic services, especially for vulnerable groups.
Job responsibilities
As a Senior Project Manager in the EMPOWER team, you will be responsible for:
- PROJECT COORDINATION
- Identifying and setting-up (further) partner structures with local implementation partners who focus on the provision of protection, health, education, and delivery of essential assistance.
- Close communication with local implementing partner organizations (NGOs) for effective coordination and planning of their activities in the respective regions. This includes mentoring of local partners and supporting the internal preparation, implementation and documentation (finances/reporting) of grants and local contribution agreements.
- Building and extending strong partner structures with relevant Ukrainian ministries, relevant international organizations and taking part in Humanitarian Cluster Meetings.
- Active involvement in preparing and implementing capacity building measures, networking events, cross-oblast visits as well as high-official project visits.
- Provision of monitoring data of activities to M&E colleagues in order to report on the project’s impact to the commission parties.
- Coordination and harmonization of relevant project activities with colleagues of the EMPOWER project and the Cluster “Resilient Society”.
- COMMUNICATION AND NETWORKING
- Communication and coordination with GIZ headquarters and the GIZ country office for the implementation of assigned activities.
- Networking with local communities, non-governmental organisations, other international organizations and individuals in the project environment as well as with other GIZ projects to ensure visibility and smooth communication about project activities.
- Facilitation of regular contact and dialogue with other respective GIZ projects.
- Provision of data, stories and presentation for higher-level reporting (GIZ, BMZ, EU) on respective project activities.
REQUIRED QUALIFICATIONS AND SKILLS:
- Academic degree in public administration, political science, social sciences, economics, law, or similar field.
- At least 8 years of experience working with an international organization, international or national NGO, or in the public sector.
- Proven ability to work in a politically sensitive context.
- Proven experience and willingness to work in a multidisciplinary project team.
- Excellent language skills (written and oral) in Ukrainian and English are required. Knowledge of German is an asset.
- Excellent organizational, social and communication skills and proven ability to meet deadlines.
- Proven ability to work independently and as part of a team.
- Very good working knowledge of digital tools and technologies for information processing, communication, problem solving and computer applications (e.g. MS Office) as an independent user.
- Ability and willingness to travel within Ukraine and abroad.

- Interpersonal skills: Excellent interpersonal skills and the ability to build and maintain relationships with a diverse range of stakeholders, including media outlets, government officials, and community leaders.
- Problem-solving skills: Strong problem-solving skills and the ability to develop creative solutions to complex challenges.

Employment conditions
Full-time position with 40-hours working week. The assignment starts as of 01.05.2025. Probation period – 3 months. Place of duty: Kyiv, Dnipro or Odesa with partially remote mode. The contract duration is until 31.05.2026, with a probability for prolongation.
