Job Title: Campaigns Manager
Project Name: Strategic Communications Support Platform.

Location of Position: Kyiv, with possibility of remote work no more than 20%
Reporting to: Campaigns Lead
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, April 2025 – March 2026.
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services)
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian, written and spoken; proficiency in English.

Project Description: Alinea International manages a multi-year UK Government-funded project which supports Ukrainian Government strategic communications capacity and capability. It is inter alia designed to enhance communications through the provision of effective data-led campaign support.
About the Work: The expert will ensure all activities are delivered on time and are appropriately documented. S/he is expected to work closely with the team in Ukraine and participate in relevant project meetings. The position sits with a broader Campaigns team led by the Campaigns Lead.
The Role:
General
• Work closely with the Campaigns’ team and broader StratComms project team to ensure successful planning, implementation and evaluation of communication campaigns implemented by the project under the Campaigns Lead leadership.
• Fulfil the following strategic and operational responsibilities, following guidance and tasking from the Campaigns Lead and Team Lead, and subject to their approval.
Development and implementation of communication campaigns
• Liaise with GoU stakeholders to collect detailed requests and feedback. Participate in campaign design and assessment workshops.
• Support the development of situational analysis reports which include policy research, media monitoring data, sociological research review, and high-level analysis. Develop other relevant briefs/one-pagers for internal usage as tasked by the line manager.
• Develop communication campaigns proposals using the OASIS format with a focus on specific target audiences, based on media market and media consumption data. Draft campaign plan, timeline, budget.
• Develop contingency plans and manage crisis communications efforts within the campaigns, as appropriate and agreed with GoU.
• Manage partnership relations to meet campaign goals.
• Ensure full-cycle operational management of the campaign implementation, including in-house and with third-party contractors.
Administration of subcontractors
• Develop draft ToRs for subcontractors as required (creative, production, dissemination). Propose and provide feedback on campaign budgets as required according to the action plan.
• Contribute to the evaluation of proposals and bids from subcontractors.
• Manage subcontractors and coordinate tasking. Ensure quality assurance of the campaign implementation by subcontractors and GoU partners with a special focus on content development, checks and approvals.
Monitoring, Evaluation and Learning
• Lead on weekly status campaign reports under GCSI evaluation cycle templates: coordinate collection of updates from team members and subcontractors, submit draft reports as agreed to the Campaign Lead.
• Contribute to results frameworks and KPIs development and updates for project-supported campaigns. Collect and analyze policy and campaigns baseline data when required.
Internal coordination
• Offline participation in communication campaigns team weekly meetings.
• Use ClickUp to update tasking and status.
• Daily reporting to the Campaigns Lead.
Required Qualifications: Educational background:
• Bachelor’s degree in Communications, Public Relations, Marketing, Political Science, International Relations or a related field. A Master’s degree is preferred.
Professional experience:
• At least 5 years of experience in the data-driven design and delivery of campaigns. Experience in communication agencies and leading donor-funded communications campaigns in the government sector are preferred.
Skills:
• Strong understanding of communications, media relations and digital marketing.
• Excellent written and verbal communication skills.
• Proven experience in designing and managing large-scale, multi-channel campaigns.
• Ability to think creatively and produce innovative messaging strategies.
• Proven ability to work under pressure and manage multiple projects simultaneously.
• Demonstrated experience in managing creative agencies on the client end is preferred.
Technical proficiency:
• Knowledge of social media tools, content management systems and analytics platforms.
• Experience understanding sociological research and working with research teams to design interventions in support of comms is preferred.
• Experience compiling visual power point presentations and reports.
• Fluency in Ukrainian, written and spoken; proficiency in English.
