Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Partnership for Strengthening Cybersecurity” to fill the position of the:

Digitalisation Advisor (full-time, Kyiv)

(internal SAP code: ICT and Digitalisation Advisor)

The German Federal Foreign Office (FFO) and the European Union (EU) actively promote international cybersecurity policies for a global, open, free, inclusive, stable, and secure cyberspace. To support this endeavor, the Partnership for Strengthening Cybersecurity, implemented by GIZ, has been created in 2023 as one of the German and European instruments to provide technical capacity, foster partnerships and increase public awareness. Its main goal is the reinforcement of selected bilateral and regional partners’ capabilities to prevent, mitigate and respond to cyber security threats and the further development of cooperation with strategic partners in this area. In Ukraine, the objective is to strengthen the national cybersecurity resilience, by enhancing the governance framework, develop critical information infrastructure and increase operational capacities and support workforce development in cybersecurity.

JOB RESPONSIBILITIES AND TASKS:

  • Represent the project in key discussions and events related to digitalization, digital policies and diplomacy in Kyiv and internationally, ensuring smooth communication between stakeholders, including Ukrainian government institutions, international partners and civil society.
  • Act as a liaison between GIZ, Ukrainian stakeholders and other EU and international partners, fostering relationships and ensuring information flows appropriately and strategically.
  • Support project coordination by assisting in planning, logistics and event organization in Ukraine and abroad.
  • Provide analytical insights on digital governance, policy developments and institutional needs, supporting decision-making processes.
  • Conduct research on cybersecurity policies in Ukraine and in the EU to ensure the alignment of national standards with EU practices.
  • Ensure effective administrative and logistical support for project activities, including travel arrangements and event coordination.
  • Contribute to reporting, knowledge management and stakeholder engagement strategies.
  • Perform other duties as required by the Project Coordinator and/or Line Manager.

REQUIRED QUALIFICATIONS:

  • Graduate degree (equivalent to a master’s degree) in political science, international relations, public administration, digitalization, cybersecurity, computer science, information technologies or another related field.
  • Minimum 2-3 years of relevant professional experience in international cooperation, political advisory, digital projects or stakeholder coordination.
  • Knowledge of the Ukrainian digital ecosystem, including stakeholders, policies, legal framework and current dynamics.
  • Knowledge on cybersecurity challenges desirable but not necessary.

REQUIRED SKILLS:

  • Strong political awareness, excellent communication skills and a diplomatic approach to engaging with diverse actors.
  • Ability to assess and manage information strategically
  • Experience in coordinating events, managing logistics and supporting administrative tasks.
  • High level of organizational skills, reliability and the ability to work both independently and in a team.
  • Willingness and flexibility to contribute to a dynamic work context with possibly changing implementation conditions over time 
  • Ability to work in a multicultural environment and demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. 
  • Fluency in Ukrainian and English, both written and spoken.

Employment conditions

Full-time position with 40-hours working week. This position is expected to start on 15.04.2025 and run until 30.06.2026, with the possibility of extension in case the project is prolonged. The permanent workplace for this position is in Kyiv. The readiness for business trips, including outside Ukraine, is expected.
