Background

The escalation of the war since February 2022 has caused severe damages to the increasingly fragile social and humanitarian situation in Ukraine.

One of the imminent needs for rehabilitation and recovery in Ukraine is effective and speedy debris removal and disposal with appropriate measures for mine/explosives, hazardous materials and environmental safety. The widespread presence of debris and damaged buildings/infrastructure are also severely impeding the return of residents as well as posing a risk to human health from such hazards are asbestos, hazardous waste and unstable buildings. 

The large quantities of debris strewn in streets, open public spaces and on and plots will inhibit the safe return of residents, restart of businesses and public services. 

UNDP is implementing demolition and debris management projects combined with hazardous material treatment and mine action initiatives. The goal of UNDP’s work is to enable the rehabilitation and reconstruction of infrastructures to support the resilient recovery of war-affected communities in Ukraine, ensuring safe and sound environment, free from dangerous and hazardous materials. 

To this end, UNDP is recruiting an Engineering Analyst who will coordinate the engineering and technical day to day works within the Debris Management Unit to ensure the effective and timely implementation of debris removal and management work in accordance with the guidance of the Debris Management Analyst and the Head of Debris Management Unit, under overall direction of the Programme Manager. The incumbent will also provide advisory support and supervision to ensure the quality and efficiency of demolition and debris management works for relevant projects under Energy and Environment pillar.

Duties and Responsibilities

The services will support activities and projects related to debris removal and recycling through providing his/her technical expertise to help plan, overview and supervise the emergency demolition and debris management works in the war-affected areas in Ukraine. 

Coordinate effective project planning and implementation:

  • Coordinate the engineering and technical day to day works and guide the field engineers within the Debris Management Unit to facilitate the demolition and debris removal works within the needs provided by national, regional and local government.
  • Coordinate decision-making within the constraints laid down by government and stakeholders, and manage contracts with suppliers, vendors, contractors, and other implementing partners;
  • Support  local government and its authorities to identify the needs and priorities regarding debris removal and management, including building demolition;
  • Facilitate needs assessments and consultations with respective government and non-government partners, including women and men in local communities; determine recovery plans following the Programme objectives and tasks that meet the needs of all people regardless of their sex, age, or disability, which involves reuse of the debris, construction & demolition waste (C&D waste);
  • Support the Debris Management Team in assessing the scope of building and infrastructure damage, the mapping of the area, and the composition and volume of rubble and waste to be removed;
  • Review, check, and appraise the engineering design (drawings and blueprints), cost estimation documentation of various buildings and structures (residential, social, industrial infrastructure facilities, etc.) prepared by qualified and competitive local engineering companies, regarding, but not limited to, demolition, debris management, and construction activities;
  • Ensure that government laws and regulations as well as selected direct administration procedures, regarding demolition, debris management, and construction are followed during the conducting of such activities;
  • View opportunities for usage of crushed debris, construction & demolition waste in construction/renovation of infrastructure (roads, leveling of areas, etc.) and other related building capacity in targeted areas;
  • Collaborate with the project team in:
  • prepare specifications, tender documents, ToRs and other supportive documents to procure goods and services related to civil works in line with Programme objectives and tasks.
  • supporting the design of a debris management strategy/plan on debris removal, disposal, and recycling.
  • ensure procedures are in place for a selection of vendors (consultants, suppliers and construction companies) through transparent and competitive processes for provision of services.
  • assessing any indications of poor/unsatisfactory performance of UNDP’s contractors  and/or defective  equipment that could cause malfunctioning and promptly inform Debris Management Specialist, Head of Debris Management Unit and respective Project Managers.

Monitor and report on progress in implementing project activities and achieving the targets set:

  • Ensure efficient and effective delivery of the Project activities of debris removal and management:
  • Coordinate the engineering and technical day to day activities for contribution of preparation of work implementation plans, and other related documents for timely commencement and implementation of the activities;
  • Coordinate data collection and reporting among different actors; promote and train different partners on using available digital tools and consolidate the data and follow up the dashboards.
  • Consult Debris Management Unit during preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities related to civil works.
  • Take measures to prevent and eliminate defects and make propositions on optimization;
  • Coordinate the engineering and technical matters which will supervise the site engineers and demolition & debris removal contractors who perform (daily) oversight of UNDP’s Contractor works. Ensure that the Engineering team collates the site engineer reports and feedback into daily and weekly works progress report to Debris Management Analyst, Head of Debris Management Unit and respective Project Managers.
  • Monitor field activities and provide technical support to ensure the Programme objectives are met;
  • Support the monitoring of progress of debris removal/disposal work and ensure quality assurance related to activity implementation and environment protection.
  • Maintain close liaison with regional and local project partners, ensuring optimum participation and promoting ownership of authorities in the implementation of the Project;
  • Ensure handover of the completed works to the relevant authorities.
  • Participate in relevant meetings and share information with partners and UN agencies.
  • Support with the preparation of project reports, including progress and annual reports, as well as ad-hoc technical reports;
  • Review norms, certification and other requirements (esp., environmental safety and energy efficiency) and provide technical advice in case selected projects require permissions and construction certificates, other permitting documentation, as required;
  • Participate in pre-bid meeting and site visits during bidding process and ensure that all biding documents are within UNDP standard and regulation, coordinate and contribute to the evaluation process.

Build partnerships and open channels of communication:

  • Coordinate the engineering and technical matters for preparation of new approaches, review national legislation regarding debris, construction & demolition waste management, with insurance of safety and environmentally sufficient treatment of the hazardous waste. 
  • Contribute to preparation of operational and management guidelines for implementation of supported projects including site works reporting on debris removal and management
  • Liaise with respective governmental organizations to ensure the component activities are implemented in a timely and efficient manner;
  • Ensure full compliance of programme activities with UNDP rules, regulations and procedures, specifically principles of gender equality and universal design;

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s)

  • Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the direct supervision of the Debris Management Analyst, in close collaboration with Head of Debris Management Unit and the overall guidance from Programme Manager, the service provider will provide assistance in technical support on various aspects of engineering and related technical issues to regional and local government clients.

Required Skills and Experience

Education:

  •  Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Environment Engineering, Architecture, Construction or related field is required. or
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. 
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in demolition, debris removal and debris management projects.

Required skills:

  •  Experience and excellent knowledge of regulations and requirements in the field of construction, demolition and debris management.
  • Experience and sound knowledge of civil engineering and modern construction technology;
  • Proven experience and excellent knowledge of technical specifications and performance schedules of construction and installation works;
  • Experience and knowledge of procedures for quality control procedures.
  • Familiarity with national legislation in the area of construction, norms and standards of construction works, including critical infrastructures.
  • Excellent usage of computers and office software packages, including engineering design software.

Desired skills: 

  • Experience in the field of technical supervision with valid certification will be considered an advantage.
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery and IDPs as well as economic and social development issues at the national and sub-national levels will be a strong advantage.
  • Experience in the field of procurement of civil works and services will be considered an advantage.
  • Experience of working or liaising with UNDP and familiarity with its bidding procedures will be considered an asset.
  • Experience in demolition, debris removal, and debris management projects is an advantage. 
  • Experience of managing technical/engineering teams for civil engineering projects, reconstruction/construction of economic and social infrastructures or in other related fields is an advantage.
