Project Manager: Nursing Development Strategy and Roadmap Implementation

  1. Background

The healthcare sector requires a strategic approach to the development of nursing education, practice, and leadership. The Ministry of Health of Ukraine and partners (international organizations and projects) aim to implement a roadmap and strategy for nursing development over the coming years, ensuring alignment with national priorities, international best practices, and sustainable growth.

The Project Manager position will be funded by an international project, ensuring financial sustainability and alignment with global best practices in nursing development. However, the role will be closely coordinated by the Ministry of Health to maintain strategic direction, ensure integration with national healthcare priorities, and foster collaboration with key stakeholders. This dual structure will enable the Project Manager to leverage international resources and expertise, while staying aligned with the Ministry’s vision, regulatory framework, and broader healthcare reforms.

  1. Objectives

The Project Manager will be responsible for leading the implementation of the nursing development strategy, including building partnerships with international and national organizations, securing funding for key initiatives, and monitoring progress to achieve strategic goals.

  1. Key Responsibilities

Strategic Planning and Implementation

  • Oversee the execution of a comprehensive roadmap for nursing development.
  • Identify key priorities and milestones for nursing education, workforce development, and leadership capacity-building.

Partnership Development

  • Establish and maintain strong relationships with international organizations, professional nursing associations, and national healthcare and educational institutions, including with projects in Ukraine implemented by Swiss TPH.
  • Collaborate with universities, health care facilities, and policy-makers to foster strategic alliances.
  • Represent the Initiative (Nursing development) at relevant conferences, meetings, and networking events.

Fundraising and Resource Mobilization

  • Identify funding opportunities for nursing development initiatives.
  • Work with donors, government agencies, and private sector stakeholders to secure financial and technical support.
  • Manage budgets and ensure transparent allocation of resources.

Monitoring and Evaluation

  • Oversee data collection and reporting to assess program impact.
  • Regularly review project activities and adjust strategies as needed to improve outcomes.
  1. Qualifications and Experience
  • Master’s degree preferably in Nursing, or in Public Health, Health Care, Healthcare Management, or a related field.
  • Minimum of 5 years of experience in healthcare project management, nursing leadership, and/or health system strengthening.
  • Proven experience in partnership development.
  • Experience in strategic planning and implementation.
  • Knowledge of the current nursing landscape and policy environment.
  • Strong understanding of healthcare policies, nursing education, and workforce challenges.
  • Excellent communication, negotiation, and team leadership skills.
  • Ability to work with diverse stakeholders, including government bodies, NGOs, and international partners.
  1. Reporting and Supervision

The Project Manager will report to the senior leadership team (Ministry of Health, representatives of selected international projects) and will provide regular updates on project progress, challenges, and opportunities.

  1. Duration and Location

This is a full-time position with an initial contract of one year, subject to renewal based on performance and funding availability. The role may require travel to project sites and partner organizations.

In 2025, the Ukrainian – Swiss “Medical Education Development” project will support this position for the joint with the Ministry of Health of Ukraine and other international projects activities.

The Swiss Agency for Development and Cooperation (SDC) mandated the Swiss Tropical and Public Health Institute (Swiss TPH) to implement the Main Phase of the Ukrainian-Swiss Medical Education Development Project in Ukraine.
Ukraine is deploying ambitious reforms in health care and education. This desire for change is supported by several external donors including SDC. This second phase of the project focuses on Medical Education Development for the primary health care sector and the cadres of PHC workers.

In line with the ‘2030 Health Care System Development Strategy’, elaborated by the MoH and the Cabinet of Ministers of Ukraine, and embedded into the SDC Cooperation Strategy 2020 to 2023 for Ukraine, the overall goal of the Medical Education Development Project (MED) is:

Quality of healthcare services, especially on the primary care level are improved due to better medical and managerial education. As a result, primary healthcare providers are more competent, motivated for professional development and for the provision of patient-focused and safe healthcare services.

Expected outcomes are: Outcome 1: Capacities and capabilities of higher education institutions (training family doctors, family nurses, and managers) are improved and assure student-oriented education of higher quality. Outcome 2: PHC personnel have improved competencies and enhanced teamwork capabilities and thus users have more trust and satisfaction. Outcome 3: An enabling policy development and work environment for enhanced medical education and HRH is established. Educators, practitioners, and policy-makers form a learning community adopt good international practices.

In general, Phase 2 (project follow up phase) builds on the foundations that had been laid in Phase 1 (Dec 2018 to June 2023).
