SUMMARY

The Swiss Agency for Development and Cooperation (SDC) mandated the Swiss Tropical and Public Health Institute (Swiss TPH) to implement the Main Phase of the Ukrainian-Swiss Medical Education Development Project in Ukraine.
Ukraine is deploying ambitious reforms in health care and education. This desire for change is supported by several external donors including SDC. This second phase of the project focuses on Medical Education Development for the primary health care sector and the cadres of PHC workers.

In line with the ‘2030 Health Care System Development Strategy’, elaborated by the MoH and the Cabinet of Ministers of Ukraine, and embedded into the SDC Cooperation Strategy 2020 to 2023 for Ukraine, the overall goal of the Medical Education Development Project (MED) is:

Quality of healthcare services, especially on the primary care level are improved due to better medical and managerial education. As a result, primary healthcare providers are more competent, motivated for professional development and for the provision of patient-focused and safe healthcare services.

Expected outcomes are: Outcome 1: Capacities and capabilities of higher education institutions (training family doctors, family nurses, and managers) are improved and assure student-oriented education of higher quality. Outcome 2: PHC personnel have improved competencies and enhanced teamwork capabilities and thus users have more trust and satisfaction. Outcome 3: An enabling policy development and work environment for enhanced medical education and HRH is established. Educators, practitioners, and policy-makers form a learning community adopt good international practices.

In general, Phase 2 (project follow up phase) builds on the foundations that had been laid in Phase 1 (Dec 2018 to June 2023).

DUTIES

Position Overview:

Considering MED project’s dedicated, high-quality approach, we are seeking a dedicated and dynamic professional to fill a new role as Cross-Sector Coordinator for Medical Education, Primary Health Care and Policy-Making. This position has been created to address the growing need for integrated leadership in activities that lie at the intersection of policy-making, medical education and primary health care (i.e. the case of Strategic areas of nursing development document is fitting this cross-sectorial position). The role will ensure cohesive planning, implementation, and supervision of cross-cutting initiatives that bridge these domains, contributing to the professional growth of family medicine interns and advancing primary health care education and standards.

Key Responsibilities:

  • Coordination of Family Medicine Intern Activities: Organize and oversee professional development workshops tailored for family medicine interns and professionals.
  • Facilitate collaboration between educational institutions and healthcare facilities to optimize educational programs, ensuring alignment with international best practices and national healthcare priorities.
  • Collaborate with stakeholders, including policymakers, educators, and healthcare providers, to ensure standards meet practical and educational needs.
  • Cross-Cutting Leadership: act as the primary liaison between the medical education and primary healthcare sectors.
  • Identify and address gaps, ensuring a seamless connection between education and practice.
  • Lead initiatives to integrate emerging healthcare trends and technologies into education and practice.
  • Identify synergies and opportunities for collaboration across Swiss TPH implemented projects in Ukraine and facilitate collaboration

Objectives and Activities:

Strategic Coordination & Integration

  • Lead the planning and execution of cross-sector initiatives at the intersection of policy-making, medical education, and primary health care.
  • Ensure alignment between primary health care strategies, medical education reforms, and policy frameworks.
  • Facilitate collaboration between stakeholders, including government bodies, medical institutions, and healthcare practitioners.

Program Development & Implementation

  • Oversee the implementation of initiatives and cross-sectoral projects.
  • Identify best practices in medical education and primary care and integrate them into project activities.

Stakeholder Engagement & Advocacy

  • Serve as a key liaison between policymakers, medical educators, and healthcare providers.
  • Organize high-level discussions, workshops, and roundtables to drive policy and education alignment.
  • Advocate for evidence-based improvements in medical education and primary health care practices.

Project & Event Management

  • Plan and oversee meetings, conferences, and training sessions that support cross-sector initiatives.
  • Manage logistics, technical support, and participant engagement for key events.

Monitoring, Evaluation & Reporting

  • Maintain tracking tools for project progress and impact assessment.
  • Establish mechanisms to track and assess the effectiveness of cross-sector programs.
  • Ensure timely and accurate documentation of activities, including reports and presentations.
  • Provide data-driven recommendations for continuous improvement in medical education and primary health care training.

Documentation & Knowledge Management

  • Systematize and maintain cross-sectoral project documentation.
  • Develop high-quality presentations, briefs, and communication materials to support advocacy and decision-making.
  • Translate and adapt project materials for diverse audiences, ensuring accessibility and relevance.

Sustainability & Capacity Building

  • Identify opportunities for long-term sustainability of cross-sector initiatives.
  • Support the professional development of educators, policymakers, and healthcare practitioners in family medicine and primary care.
  • Facilitate knowledge exchange and capacity-building activities for medical professionals.

Expected Outputs:

  • Well-Coordinated Cross-Sector Initiatives – Seamless integration of policy-making, medical education, and primary health care efforts.
  • Enhanced Primary Health Care Education – Improved curricula and training opportunities for family medicine interns and healthcare professionals.
  • Effective Stakeholder Collaboration – Strong partnerships between medical educators, policymakers, and healthcare practitioners.
  • High-Quality Events & Discussions – Successful execution of strategic meetings, training sessions, and policy roundtables.
  • Robust Monitoring & Documentation – Comprehensive records, reports, and evaluation data supporting project impact assessment.
  • Sustainable Program Development – Long-term strategies and capacity-building efforts that enhance the resilience of primary health care education.

 QUALIFICATIONS

  • Higher degree in healthcare, public health, management or related field
  • Previous experience in healthcare projects or (medical) education initiatives
  • Strong organizational and administrative skills
  • Excellent documentation and reporting abilities
  • Research experience and analytical skills (desirable)
  • Event management and moderation skills
  • Proficiency in creating visual materials and presentations (desirable)
  • Native Ukrainian required; English writing and spoken proficiency required (at the level of B1 or higher)
  • Strong teamwork and communication skills
  • Ability to work independently and manage multiple tasks
