Вакансія: Infrastructure Projects Coordinator
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the programme “U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme – Phase III” to fill the position of the:
Infrastructure Projects Coordinator (full-time, Kyiv)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform must be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine – Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Denmark, France, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.
To support implementation of U-LEAD’s activities in the field of municipal reconstruction, GIZ is hiring an Infrastructure Projects Coordinator.
Overall tasks:
- Contribute to planning, management, and implementation of U-LEAD activities related to building capacities of municipalities in management of infrastructure projects.
- Liaise with stakeholders: central executive bodies, regional authorities and, primarily, municipalities; as well as with implementing partners and national and international experts. Maintain good flow of communication and information between all involved counterparts.
- Identify the needs for external expertise and consultancy support on municipal reconstruction and development projects for U-LEAD and its partners. This involves preparation of terms of reference, inputs for contracts.
- Collect, study, and analyze information about the relevant legislation, good practices in the field of responsibilities
- Contribute to the preparation and implementation of events, incl. capacity development events, round tables, discussion forums and workshops on reconstruction and modernization issues.
- Participate in meetings and working groups.
- Contribute to U-LEAD monitoring and evaluation (M&E) and data management.
- Provide inputs to reports, briefings, presentations in English and Ukrainian.
- Support the implementation of other U-LEAD activities and other assigned tasks.
- Comply with GIZ rules and standards.
Specific Tasks:
- Ensure effective coordination of municipal infrastructure projects in municipalities.
- Support municipalities in the development of infrastructure projects at various stages, from problem diagnostics and project idea formulation to the preparation and submission for funding.
- Along with other team members, supervise implementation of infrastructure projects, ensuring high quality of deliverables, when it comes to management, communication and coordination issues.
- Proactively provide advice to municipalities and U-LEAD on projects’ implementation.
- Monitor project progress, identify risks, and implement mitigation actions, if needed.
- Coordinate and supervise the work of implementing partners and/or international and national experts. This includes regular communication, reports checking, and providing proactive advice on their work progress.
- Support municipalities in engaging with investment institutions, particularly international financial organizations and other donors.
Other / additional tasks
- Performs other duties and tasks at the request of management.
Required qualifications, competences and experience:
Qualification
- MA/Specialist degree in civil engineering, architecture, economics, OR public administration.
Professional experience
- 4 years of work experience in coordinating selection, preparation and implementation of infrastructure projects. This might include supervision of design documentation preparation, supervision of construction projects, communication with contractor(s), quality assurance of deliverables, and stakeholder coordination, etc.
- 2 years of work experience at/with internationally funded projects or international organisations dealing with infrastructure/investment projects.
- Practical experience in working with municipalities in preparing public infrastructure projects under different sectors (education, health, water, waste).
- Experience in capacity building of municipalities and knowledge of New European Bauhaus (NEB) principles will be considered as advantage.
Other knowledge, additional competences
- Strong project administration and management skills.
- Excellent written and verbal Ukrainian (C2), high command of written and verbal English language (C1).
- Strong communication, presentation, organisational and negotiation skills.
- Very good working knowledge of IT technologies and computer applications (e.g. MS Office).
- Knowledge and or interest in developing knowledge of AI tools applicable to construction sphere.
- Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy.
- Diligence and responsible work ethic.
- Readiness to take on responsibility and a corresponding sense for responsibility.
- Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting 01.05.2025. The contract duration is until 31.12.2027.
