Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the programme “U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme Phase III” to fill the position of the:

Technical Advisor (full-time, Kyiv)

(internal SAP code: Construction Advisor)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform must be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine – Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Denmark, France, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.

To support implementation of U-LEAD’s activities in the field of municipal reconstruction, GIZ is hiring a Technical Advisor/Engineer.

Overall tasks:

  • Contribute to planning, management, and implementation of U-LEAD activities related to building capacities of municipalities in planning, management and implementation of municipal infrastructure projects.
  • Liaise with stakeholders: central executive bodies, regional authorities and, primarily, municipalities; as well as with implementing partners and national and international experts. Maintain good flow of communication and information between all involved counterparts.
  • Identify the needs for external expertise and consultancy support on municipal reconstruction and development projects for U-LEAD and its partners. This involves preparation of terms of reference, inputs for contracts.
  • Contribute to the preparation and implementation of events.
  • Participate in meetings and working groups.
  • Contribute to U-LEAD monitoring and evaluation (M&E) and data management.
  • Provide inputs to reports, briefings, presentations in English and Ukrainian.
  • Support the implementation of other U-LEAD activities and other assigned tasks.
  • Comply with GIZ rules and standards.

Specific Tasks:

  • Ensure quality, develop and deliver capacity building measures for municipalities aimed at infrastructure projects management.
  • Ensure quality of design assignments, technical documentation, project proposals and budgets, BoQs prepared by external providers, implementing partners and municipalities.
  • Provide advice to U-LEAD, municipalities and other U-LEAD stakeholders when it comes to municipal infrastructure projects management and financing.
  • Collect & analyse information relevant to infrastructure projects preparation, construction norms and standards, financing of infrastructure projects. Prepare reports based on analysis.

Other / additional tasks

  • Performs other duties and tasks at the request of management.

Required qualifications, competences and experience:

Qualification

  • MA/specialist degree in civil engineering. Certificates will be considered as a strong asset.

Professional experience

  • 4 years of work experience in public infrastructure projects design preparation and/or supervision of public infrastructure projects implementation in Ukraine.
  • 2 years of monitoring and/or quality assurance of public infrastructure projects preparation and implementation in Ukraine.
  • 2 years of work experience at/with internationally funded projects or international organisations dealing with infrastructure/investment projects.
  • 2 years of experience in preparing and conducting capacity building of municipalities. Knowledge and practical implementation of New European Bauhaus (NEB) principles will be considered as a strong asset.
  • Research and analytical experience in the field of public infrastructure in Ukraine, sustainable construction, municipal reconstruction in Ukraine will be considered as an asset.

Other knowledge, additional competences 

  • Excellent knowledge of written and verbal Ukrainian (C2) and a good (B2) command of written and verbal English language.
  • Strong communication, presentation, and organisational skills.
  • Strong knowledge of IT technologies and computer applications (e.g. MS Office, AutoCAD, etc.).
  • Knowledge and or interest in developing knowledge of AI tools applicable to construction sphere.
  • Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy.
  • Diligence and responsible work ethic.
  • Readiness to take on responsibility and a corresponding sense for responsibility.
  • Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds.
  • Result-oriented, well-organised and motivated team player.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting 01.05.2025. The contract duration is until 31.12.2027.
