The Program/Department Summary:

Since the escalation of the war in 2022, Mercy Corps Ukraine has supported more than 950,000 conflict-affected people in Ukraine and neighbouring countries. We have provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency situations; grants for micro, small and medium businesses, as well as small to medium farming enterprises; and conducted large-scale information campaigns. Notably, all our programming is delivered in partnership with civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization.

General Position Summary:

The Safety and Security Team currently consists of two Security and Safety Coordinators and 2 Officers (SSO) in almost every office location (currently 5) and one Safety & Security Manager (Kyiv) and one Security Focal Point (SFP).

The SS Director is in both a strategic leadership position as well as an operational country-wide field position. The SSA Director is an individual who understands that enabling humanitarian and resilience programming is high-risk and hard-to-reach areas is the primary objective of their team, while also having to balance Mercy Corps’ legal and duty of care obligations towards its staff members. Through calmness under pressure, technical expertise related to NGO risk management, and people management skills, the SS Director leads their team through the daily dilemmas and uncertainties that our work entails.

The profile of the ideal candidate will be one that understands the need to provide safety and security in a manner that ensures quality program delivery in a timely manner while ensuring staff safety. The candidate needs to show problem-solving, flexibility and adaptability.

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Strategy, Planning and Management

  • Direct and manage the Ukraine SAAT to ensure the implementation of Mercy Corps Global and Regional safety and security standards.
  • Develop and implement SOPs and MOSS regarding safety and security procedures in areas with different risk levels.
  • Conduct security assessments of areas where Mercy Corps plans to operate, as well as route assessments.
  • Work closely with Crisis Analytics Team to identify and mitigate risks in the areas where Mercy Corps Ukraine Response operates or will operate in the future.
  • Establish effective communication between Mercy Corps and partners such as training providers, etc.
  • Cooperate with colleagues from other NGOs and INGOs to share and exchange the best practices for security management.
  • Develop safety, security, and crisis management strategy for the program.
  • Engages with the regional and global safety and security directors to ensure effective resourcing, standards, accountability, and management of SSA in Ukraine
  • Work closely with the program and operations team to assess and manage risk, especially when accessing new areas of operation.
  • Ensure training of all staff and compliance with safety and security SOPs.
  • Ensure high quality incident reporting and communications with senior management, region and HQ in a crisis response.
  • As a member of the SMT, contribute to country management and ensure adaption of SMT decisions.

Regional Systems and Support Functions

  • Ensure that effective systems are in place in all country offices for the adequate management of safety and security functions.
  • Manage the SSAT, providing support and guidance in daily tasks.
  • Act as the Security Focal Point on the country incident response team in case of any emergency or critical situation, and be ready to provide support in case of incidents involving the staff of Mercy Corps.

Accountability

Reports Directly To: Country Director

Works Directly With: Crisis Analysis Team, Operations Team, Programs Team, partner and implementing partner organizations. Regional and Global safety and security teams.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualifications & Transferable Skills
  • 5+ years in a relevant security management, risk management, NGO country program management position.
  • At least 3 years in a high-risk environment.
  • At least 7 years of overall work experience, at least 3 years of work experience within an humanitarian/development organization.
  • At least 3 years of experience in managing multi-functional and remote teams; Proven experience in development and management of grant-making programs.
  • Knowledge of operating humanitarian INGOs.
  • Excellent communication, presentation and reporting skills.
  • Solid understanding of humanitarian and resilience programming is required.
  • A deep understanding of risk analysis is required.
  • A deep understanding of NGO security and safety management is required.
  • Must have working proficiency in English. Ukrainian and Russian language skills are a plus.
  • The ability to conduct personal safety and security training for staff if needed is a plus.

Success Factors:

The successful candidate will demonstrate high-level communication skills, effectively conveying ideas and collaborating with colleagues and stakeholders. Strong time management and prioritisation abilities will be essential for handling multiple tasks efficiently while maintaining productivity. Effective interpersonal skills will enable the candidate to build and maintain professional relationships, fostering a positive and collaborative work environment. A keen attention to detail will ensure accuracy and precision in all aspects of the role. While self-motivation and the capacity to work independently are essential, the ability to collaborate effectively within a team is equally important. The ideal candidate will possess a solutions-oriented mindset with a strong focus on achieving results, ensuring the ability to analyse challenges and implement effective solutions independently.

The perfect candidate is a person with a deep understanding of NGO’s best practices for security management and experience in a relevant field. The candidate can work in a high-risk environment and operate effectively under pressure. Confident in taking the lead of her/his/their team and able to clearly communicate and guide them.

Living Conditions / Environmental Conditions

During the field trips living conditions will be adjusted to the field conditions.
