Background
The United Nations Office on Drugs and Crime is the lead UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard. UNODC’s mission is to contribute to global peace and security, human rights and development, by making the world safer from drugs, crime, corruption and terrorism.
The Border Management Branch (BMB) of UNODC is committed to offering comprehensive and collaborative technical assistance to Member States in the field of border management. Within the BMB, Global Passenger and Cargo Control Programme (PCCP), plays a crucial role in reinforcing security measures related to international passengers and trade supply chain through improved risk assessment and inspection capacities at strategic locations promoting data-driven interventions.
The PCCP comprising two key initiatives: the Airport Communication Programme (AIRCOP) and the Container Control Programme (CCP) that has been operational in Ukraine since 2017. These initiatives empower national border administrations to counter threats associated with air passengers, as well as sea, land, and air cargo. They specifically focus on combatting illicit trafficking, organized crime, and the exploitation of passengers and containerized trade supply chains by terrorist groups. PCCP operates in collaboration with the World Customs Organization (WCO), International Criminal Police Organization (INTERPOL) and the International Civil Aviation Organization (ICAO).
The UNODC Programme Office for Ukraine (UNODC PO) is located in Kyiv, Ukraine. UNODC is a member of the UN Country Team and builds on its ongoing presence in Ukraine to support the Government of Ukraine’s response to the economic and social impact of the war in Ukraine.
This position is located in the UNODC Programme Office in Kyiv, Ukraine. The incumbent will work under direct supervision of the UNODC PCCP Regional Coordinator and overall supervision and policy guidance of UNODC Head of Programme Office for Ukraine and provide policy, programme, and technical support to the implementation of UNODC PCCP Programme in Ukraine and the Black Sea region when required.
Duties and Responsibilities
Summary of Key Functions: The incumbent will be responsible for providing substantive and administrative contributions in the area of programme management and implementation, reporting, monitoring and evaluation in conformity with United Nations rules and regulations, and policies for the implementation activities/processes for the PCCP. Within assigned authority, the National Programme Officer will be responsible for the following duties:

Work implies frequent interaction with the following: Counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programmes and other UN specialized agencies; representatives and officials in national governments, international organizations, consultants; representatives from the private sector, civil society and academia. |
Results expected: Implements programmes’ work plan. Create strategic partnerships. Executes technical, administrative, and financial implementation of programme, coordination as well as monitoring. Carries out research and analysis of issues and developments affecting programme/project development, administration and implementation etc. UNODC supported in its events and dissemination of information. Provides thorough and well-reasoned written contributions. Programme progress and delivery reports written. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally. UNODC represented in meetings and events. Human rights, gender equality, and youth are mainstreamed in programming and communication |
Measurable outputs of the work assignment: Full and appropriate implementation of the duties in line with the programme activities; Results, experiences and lessons learned during implementation of the programme; Reporting and quality monitoring activities completed. |
Performance indicators for the evaluation of results: Respective sections of the annual work plan of the programme are fully and timely implemented; Funds delivery allocated for the programme activities reached as much as possible; Programme and Component activities are carried out in strict accordance with UNDP/UNODC rules and procedures. |

Skills and Experience
Education: | Master`s degree (or equivalent) in Law, International Law, Public Administration, Business Administration, Programme Management, Political or Social sciences or a related field is required. |
