Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Graphic Designer (Consultant)

  1. Duty Station of the Consultancy: Kyiv, Ukraine
  2. Duration of Consultancy: 6 months, with possibility of extension subject to availability of funds and satisfactory job performance.
  3. Nature of the consultancy: Category B

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the National Officer (Data Analysis) of IOM’s Data & Analytics Unit, the Consultant will be responsible for the formatting, lay out design of written analytical reports produced by IOM in English and Ukrainian.

  1. Project Context and Scope:

Over ten years since the onset of hostilities in the country, Ukraine continues to deal with the major complexities that characterize its dynamic path towards nation-wide socio-economic recovery and decentralization. Since the escalation of war in 2022, IOM’s Data and Analytics unit has developed a range of assessments, to meet the information needs of humanitarian partners, donors and government stakeholders. These written reports are widely uitlised and must therefore provide readers with clear, actionable findings that are easily legible and understandable. In this context, IOM is seeking an experienced graphic designer to oversee the production of well-formatted written reports, in both English and Ukrainian.

  1. Organizational Department / Unit to which the Consultant is contributing: Data & Analytics Unit;
  2. Category B Consultants: Tangible and measurable outputs of the work assignment:
  3. ​​Design and develop layouts and templates for research studies, reports, infographics, public information materials, social media images to support the D&A Unit in effectively communicating the data collected in Ukraine to monitor the displacement and mobility of the population, as well as the priority needs and the main socio-economic conditions resulting from the ongoing war.  
  4. ​Assist the D&A team in the production of analytical and reporting products and the D&A Unit staff in preparing written reports and presentations, in tools such as Adobe InDesign, Adobe InDesign, Photoshop, Illustrator, PowerPoint, and Publisher.
  5. ​Ensure compliance of all the materials with IOM, IOM Global Migration Data Analysis Centre (GMDAC), DTM, and donor brand guidelines.  
  6. ​​Maintain and verify copyright free or properly licensed content, cultural sensitivities, human rights approach and a gender focus in all communications materials.  
  7. ​Support the D&A IM officer and reporting team in ensuring the implementation and adaptation, as needed, of information visualization tools that meet the needs of partners and other humanitarian actors.  
  8. Perform such other duties as may be assigned.
  9. Performance indicators for the evaluation of results:

Deliverables are submitted on time.

  2. Second deliverable – Produce 8 written reports, in either English or Ukrainian, in .pdf format.
  3. Third deliverable – Produce 8 written reports, in either English or Ukrainian, in .pdf format.
  4. Fourth deliverable – Produce 8 written reports, in either English or Ukrainian, in .pdf format.
  5. Fifth deliverable – Produce 8 written reports, in either English or Ukrainian, in .pdf format.
  6. Sixth deliverable – Produce 8 written reports, in either English or Ukrainian, in .pdf format.
  7. Education, Experience and/or skills required
  • Master’s degree in graphic design, Printing technology, Communications, Social Sciences, Data Analytics, or related field with a minimum of three years of relevant experience; OR a Bachelor’s Degree in a similar field with a minimum of five years of relevant experience.
  • In-depth knowledge of and expertise in a wide range of Adobe Creative Suite software applications such as InDesign, Illustrator, Photoshop and Dreamweaver is required.  
  • ​Relevant and demonstrable academic and practical experience in the field of graphic design is required.  
  • ​Experience and skill in data visualization will be considered a significant advantage.  
  • Experience of working with local government and/or civil society organizations would be a distinct advantage.
  • Knowledge and experience of working with one or more software tools is required, e.g., Indesign, Illustrator, Photoshop etc.
  • Experience in working as part of a team, as well as independently, particularly in relation appealing information products fit for online publication and printing.
  • Experience of working with UN, NGOs, CSOs and/or government authorities would be an asset.
  • Knowledge and experience of working on displacement issues is desirable.

It is anticipated that the work of the Consultant will not require travel within Ukraine.
