Global Communities, formerly CHF International, is seeking qualified professionals to fill long-term position of Regional Manager in Dnipro for the five-year USAID-funded Decentralization Offering Better Results and Efficiency Program (DOBRE).

The Regional Manager will oversee the daily operations of the DOBRE Program’s Dnipro Regional Office covering Dnipropetrovsk, Kharkiv, Kirovagrad, Mykolayiv and Kherson Oblasts. This includes the program implementation work of the Program Officers and the administrative, financial, procurement as well as monitoring and reporting work of other staff based in this regional office. The Regional Manager will also undertake some technical work in partner consolidating communities to support program implementation. Therefore, Regional Manager needs some knowledge of strategic planning, local economic development, local government service delivery, administrative services, budgeting and/or financial management, citizen participation and/or citizen outreach.

The Regional Manager will work closely with Kyiv-based team members who will provide day-to-day direction to the work of field staff. The Regional Manager will mentor regional office team members and facilitate their work and ensure smooth operations and implementation of the Program.

Specific tasks will include:

  • Implement technical assistance to local partner organizations as assigned in the program workplan;
  • Supervise the work of Program Officers on their programmatic functions;
  • Manage daily activities of LGSOs and RCSOs in their region;
  • Coordinate program activities with partners in their region;
  • Provide technical assistance and backstopping to program officers in their daily activities;
  • Maintain good relationships with partner consolidated communities;
  • Maintain good relationships with Regional Reform Offices and Oblast-level officials;
  • Assist in implementing the DOBRE monitoring and evaluation framework;
  • Assist the DCOP to establish and maintain relevant partnerships for program development and implementation;
  • Proactively address any issues or delays, and judiciously escalate important issues to the DCOP’s (or other responsible person) in the main office;
  • Represent the program at various meetings, conferences and other events in the region;
  • Prepare and submit weekly and monthly reports on all program activities to the DCOP;
  • Contribute to the preparation of the program’s quarterly/annual reports, work plans, and budgets;
  • Carry out any other duties as may be assigned by the supervisor

Knowledge, skills and abilities:

  • Understanding of strategic planning, local economic development, service delivery, local government operations, citizen participation and/or NGO strengthening;
  • Ability to manage a small office in a collaborative and effective manner;
  • Ability to design, conduct and supervise effective capacity building;
  • Must have experience mentoring local team members to grow into senior level positions;
  • Ability to establish strong working relationships with local government officials civic leaders, business people and international donors;
  • Well organized, able to work independently, skilled at handling multiple tasks, ability to adhere to deadlines;
  • Ability to travel to partner CCs by road/rail on official duties;
  • Proficiency in English — both written and oral required;
  • Ukrainian and/or Russian communication skills required;
  • Computer literacy in MS Office Suite (especially Excel, Access and similar database software).

Education:

  • Bachelor’s degree, preferably a Master’s, in public administration, economic development, business administration, planning or related field;
  • At least 6 years of experience in a related field;
  • Successful track record working with local or regional governments or NGOs;
  • Previous experience on donor-funded activities preferred;
  • Relevant experience in capacity building/training.
