This Request for Proposals (RFP) is a part of the USAID/ENGAGE Activity to Enhance Non-Governmental Actors and Grassroots Engagement. The purpose of USAID/ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, subnational and local level.
Overview
Pact conducts regular public opinion monitoring to assess changes in citizens’ awareness of and engagement in civil society activities and civic education. For this activity, Pact aims to select a polling agency for a three-year contract with a possibility of extension.
Subject of the Contract
The Contract will entail provision of the following services:
- Three rounds of public opinion polls each year starting from 2017, conducted throughout Ukraine (24 oblasts and Kyiv city, excluding temporarily occupied territories). The main objective of the public opinion polls is to measure civil society awareness, engagement and participation. The poll includes approximately 130 questions concerning citizens’ attitude toward civic activism, participatory democratic procedures, reform priorities and civic education. Some questions could contain visuals (graphics, charts). The survey sample should be representative of and disaggregated by region, gender and age, and rural vs. urban areas.
- Up to ten focus groups on the issues of civic education and civic activism each year starting from 2017, tentatively to be conducted in parallel or immediately after the poll in the following cities: Dnipro, Kherson, Lutsk, Sumy, Zhytomyr. The main purpose of the focus groups is to explore in more detail people’s motivation to engage in civic activism and incentives that would lead to their greater engagement. The focus groups should be representative in terms of age, gender, region size and activist status.
- Ad hoc polls, surveys and omnibuses to be carried out upon necessity and subject to negotiations.
The final design and timeline for all tasks will be agreed upon final selection of the polling agency.
Tasks
Task 1: To conduct representative public opinion polls throughout Ukraine with a set of population samples (2,000 respondents to be provided by polling agency, and up to 1,000 respondents provided by Pact) in July and November, 2017. These polls will be repeated three times per calendar year during the contract period. The specific timeline for polls during 2018 and 2019 will be agreed upon with the selected vendor.
- Test, finalize and obtain Pact’s approval of the survey questionnaire in Ukrainian and Russian.
- Design representative survey methodology, ensure that the margin of error is +/-2%.
- Organize, conduct and oversee the field interviews.
- Code and key the respondents in SPSS and CSV data files.
- Develop tabulated XLS report of cross-tables for each variable.
- Research passport (description of methodology), code book for online publishing.
- Disaggregate data based on regions, gender, age, rural vs. urban areas, activist status; prepare a draft PPT presentation on the survey results in English.
- Cross-tabulate data upon further requests.
- Report on the survey results in English and Ukrainian.
- Task 2: Conduct up to ten focus groups annually in the cities selected by Pact.
Finalize the focus group design, including the selection procedure of participants and cities where the focus groups will be conducted, design and develop focus group guide, etc.
- Transcribe all focus group data.
- Analyze and present a report on focus groups using text analysis.
- Produce qualitative and quantitative text analytics.
Task 3: To organize and conduct ad hoc polls, surveys and omnibuses upon request from Pact.
- Finalize and obtain Pact’s approval of the survey questionnaire in English, Ukrainian and Russian.
- Design representative survey methodology, ensure that the margin of error is +/-2%.
- Organize, conduct and oversee the field interviews.
- Code and key the respondents in SPSS and CSV data files.

Deliverables
Task 1 and 3:
- Questionnaire finalized and approved by Pact (in Ukrainian, Russian and English).
- Data in SPSS and CSV format, codebook, narrative research description in English and Ukrainian.
- Cross-tabulated data tables for each variable.
- Presentation on survey results in English and Ukrainian.
- Report on the survey results in English and Ukrainian.
Task 2:
- Final design of the focus group approved by Pact, including description of participants, focus group structure and timeline.
- Transcribed record of the focus group discussions.
- Final reports on the focus group analytics and findings.
- Tentative duration of the Contract
Pact aims to select the polling agency for a three-year contract with a possibility of extension.
Eligibility criteria
Ukrainian and international polling agencies, or consortiums of Ukrainian polling agencies and Ukrainian not-for-profit organizations, with proven experience in conducting national surveys and strong capacity for research, analysis and research communication.
Payments schedule
The payments schedule is subject to negotiation between Pact and selected polling agency and will include advance payments and payments upon fulfillment of deliverables. 3

Proposal must include:
- Narrative research description with proposed methodology, expected timeline and previous experience of organization in the field.
- Detailed cost proposal, per the template that can be downloaded here, should include
o Detailed figures for Tasks 1 and 2.
o Budget for Task 3 should be provisional and will be negotiated before the delivery of services.
Evaluation criteria
Each proposal will be scored based on the following criteria:
